Research On Accountability Optimization Of Eco-Environmental Collaborative Governance Performance In Beijing-Tianjin-Hebei Region

In recent years,with the persistent betterment of China’s socialist modernizing governing,the ecological civilization has been respected.The news of the Twentieth National Congress of the Communist Party of China say that we should jointly promote carbon reduction,pollution reduction,green expansion and growth,and promote ecological priority,conservation and intensive,green and low-carbon development.As a countrywide change craft,the equal change of Beijing-Tianjin-Hebei is also thinking the protection of ecological environment in the process of promotion.The governments of Beijing,Tianjin and Hebei have increased joint governance efforts,issued environmental governance policies,and organized the implementation of environmental governance measures,which have achieved visible results in cross-regional ecological and environmental coordinated governance.This is reflected in the issuance of relevant policy documents,the formulation of laws and regulations,the establishment of special working groups,the effectuation of cover,and the institution of the Beijing-Tianjin-Hebei ecological environment joint law enforcement linkage mechanism to further sink measures.However,at present,there are still parts that need to be optimized in the position direction of the environment by the political domain of three city。learner have many fruit on environmental protection and joint cooperation,but some research on performance accountability,and the research on ecological environment collaborative governance based on performance accountability is even less.This study is mainly based on performance accountability.Under the framework of ecological environment collaborative governance across Beijing,Tianjin and Hebei,it analyzes the current dilemma: the low degree of coordination of the various responsible subjects to determine the accountability goal There are barriers to the coordination of the interests of all responsible subjects;The responsibilities of each responsible subject for implementing the accountability objectives are not detailed enough,and the supervision of the responsible subject is not perfect;The internal and external evaluation of the performance of accountability objectives is not standardized;The open mechanism and response mechanism of feedback accountability objectives are insufficient.At the same time,it analyzes the causes of the dilemma.Research the difficulties and reasons,and propose targeted optimization paths: first,coordinate the interests of multiple subjects,and coordinate the relationship between local demands and the overall goal;The second is to decompose,refine and implement the sub-objectives,and strengthen the supervision mechanism and legal norms of responsibility implementation;The third is the standardization of performance evaluation system and the diversification and specialization of performance evaluation subjects;Fourth,information transparency and response mechanism,target accountability and target improvement.
