| With the rapid development of the international shipping industry,the throughput of Xiamen port has been growing constantly,and the ships are showing the trend of diversification and large-scale.The risks faced by the navigation environment of Xiamen port are increasing day by day,which also puts forward higher requirements for ensuring the navigation safety of the port.The safety of port navigation has always been an important issue concerned by the port management department.Although the port management department has made a lot of work in ensuring the safety of port navigation,once a ship accident occurs in the port area,it will cause serious consequences.In order to ensure the safety of port navigation,this paper analyzes the navigation conditions and environment of Xiamen port.Based on the IWRAP(IALA waterway risk assessment program)model,this paper evaluates the potential collision and grounding accidents of ships on the main channel,Dongdu channel and Haicang channel of Xiamen port in 2018,and analyzes the distribution characteristics of traffic flow,length interval distribution,speed and the probability of collision between different types of ships on the selected channel The number of possible collision and grounding accidents in the selected channel is calculated.Port and waterways safety assessment based on Delphi method PAWSA(port and waterways safety assessment)method is used to assess the risk factors affecting the navigation safety of Xiamen port.By issuing questionnaires to experts with rich knowledge of Xiamen port,the expert opinions are statistically processed and transformed into quantitative results through algorithms to determine the assessment wind Risk level,to identify and analyze the port navigation risk,to lay the foundation for the port management department in the development and implementation of risk safety measures.In this paper,the probability of collision and grounding accidents and the risk factors affecting navigation safety of Xiamen port channel are comprehensively evaluated by combining quantitative IWRAP and qualitative PAWSA model.It is concluded that the number of possible collision and grounding accidents of Xiamen port channel in 2018 is 0.08932,and 6 of the 24 risk factors affecting navigation environment safety of Xiamen port are 6 The benchmark risk level of is higher than C value of qualitative risk descriptor,including "mixed traffic”,"channel layout","casualties","degree of block","health and safety" and "aquatic resources",and corresponding mitigation measures are given. |
