Reducing the risk of ship navigation has always been the top priority of the maritime department.Ship safety inspection can prompt the shipping company to maintain the good technical condition of the ship,so as to achieve the work goal of maintaining the safety of the crew’s life and property and preventing the ship from polluting the sea.However,with the continuous increase in the number of ships arriving at the port and the relatively limited supervision power of the maritime department at this stage,it is difficult to realize the mandatory inspection of every ship arriving at the port.Therefore,sampling inspections are usually used to carry out ship safety inspections.The choice of target ships is The scientific and considerable ship selection model is used as the basis.The establishment and application of the ship selection model will help promote the smooth progress of ship inspection work in the maritime department.In the process of selecting a ship as an inspection object,an important step is to determine the ship’s safety risk status.This article will take the navigation safety of chemical tankers in Xuwei port area of Lianyungang as the research object,and establish a ship navigation risk evaluation model for systematic and comprehensive safety evaluation.The evaluation results are used as the basis for the selection of the target ship,and the ship selection mechanism in the modern ship safety inspection system is explored.The main content of this thesis includes the following three aspects:(1)First,the existing evaluation methods are compared and analyzed,and then the analytic hierarchy process and the fuzzy comprehensive evaluation method are determined as the method of evaluating the risk state of the ship,and the index evaluation system is constructed through the four aspects of "human-hardware-software-environment",The analysis method identified the main hazards of ships in the process of sailing in the waters of Xuwei Port in Lianyungang.(2)Next,in the form of expert questionnaires,the factors that affect ship navigation safety are investigated,compared,scored,and then weights are determined.Combining the fuzzy comprehensive evaluation method and the analytic hierarchy process,a comprehensive evaluation model is established to study the safety of ships in the Xuwei port area of Lianyungang,and the safety evaluation of the ship’s risk status is carried out.(3)The calculation results of the evaluation show that,in the existing natural conditions and operating conditions,the safety risk status of ships in the Xuwei port area of Lianyungang district is between “normal” and “higher”.Therefore,the maritime department needs carrying out safety inspections on ships to reduce safety risks.Based on the overall safety evaluation results,decision-making recommendations regarding the safety management of Xuwei port area are put forward through aspects with higher risk factors.(4)Four different ship types are selected to verify the risk assessment model for ship entry and exit safety inspection established in this thesis.The actual ship risk status is more consistent with the model evaluation results,which proves the scientificity and universality of the ship risk assessment model and provides a scientific basis for the selection of target ships in ship safety inspections.It can be seen from the fact that the actual ship risk status is more consistent with the model evaluation results.This thesis applies the analytic hierarchy process and fuzzy comprehensive evaluation method to the comprehensive evaluation model of ship navigation safety in the Xuwei port area of Lianyungang.It is reasonable and feasible.The risk status of the ship can be evaluated as The maritime department’s ship safety supervision target ship selection work provides a certain basis,and the results and suggestions provide a realistic reference for the research of modern ship safety inspection system and port safety management.
