| With the continuous development of China's economy and the acceleration of urbanization,the demand for construction waste recycling projects is increasing.The main way of construction and operation of construction waste recycling is PPP mode.On the basis of giving full play to the advantages of social capital,PPP model can help alleviate the local debt,and ultimately make the society and the government achieve win-win or even win-win situation.In order to make the PPP model in the process of recycling construction waste more prominent than the traditional government investment model advantages,that is,more efficient,lower cost and better results,China's documents clearly stipulate that the initial identification stage of PPP projects must be implemented VFM quantitative evaluation.The quantitative evaluation method stipulated in the latest "Guidelines for Value for All" issued by the Ministry of Finance of China can evaluate the VFM of the recycled PPP project of construction waste comprehensively and accurately;as an important problem in the process of quantitative evaluation of the VFM of the recycled PPP project of construction waste,how to quantify the risk and how to do it Risk sharing has become a top priority;what is the comprehensive VFM quantitative evaluation system that conforms to the characteristics of China's construction waste recycling PPP project;the above problems will be solved urgently in the process of construction waste recycling PPP project.On the basis of deep understanding and understanding of the quantitative evaluation method and content of the document "Evaluation Guidelines for Value for All" issued by the Ministry of Finance,this paper establishes the quantitative evaluation model of VFM for PPP project of recycling construction waste in three ways,including literature research,quantitative research and case study method.The research contents include:(1)Based on the theoretical basis and methods of VFM quantitative evaluation,the core and key points of VFM quantitative evaluation for PPP project of recycling construction waste were discussed,so as to lay the theoretical foundation of value for money quantitative evaluation.(2)Grasp the characteristics of construction waste recycling,and analyze the structure of PSC value,including quantitative risk,risk sharing,competitive neutral adjustment value,initial PSC value.Among these points,as the key items of VFM quantitative evaluation,risk quantification and sharing should be used.In order to make the PSC value of construction waste recycling more accurate,the order relation analysis and set value statistics should be used to quantify and share the risk.(3)According to the present value of the project cost,calculate the PSC,PPP value of the construction waste recycling,and then establish the quantitative evaluation model of VFM of the construction waste recycling PPP project.The quantitative evaluation of VFM for PPP project of recycling construction waste is applied to Jingdezhen project.The validity and convenience of the quantitative evaluation model are determined by a practical case.The verification shows that the quantitative evaluation model is feasible. |
