| PPP(public-private-partnership)model,namely public-private Partnership model,is a financing method for the Public sector to provide Public goods or services by establishing Partnership with the Private sector.It has become a popular trend in recent years to popularize and apply PPP model in the field of urban water ecological construction and encourage and support social capital to participate in construction and operation.However,whether a project adopts PPP mode should be evaluated on the basis of value for money.In 2015,China issued the guidelines on value-for-money evaluation of PPP(trial implementation)(no.167 [2015]),which requires that value-for-money evaluation should focus on qualitative evaluation,and encourages local governments to carry out quantitative evaluation according to the actual situation.However,there are some problems in the application of value for money evaluation in PPP projects in China,such as immature econometric model and lack of practical verification,which is only a preliminary exploration stage compared with that in the world.There is not much practice and research on how to appropriately apply PPP model to urban water ecological projects and what indicators can be used to carry out value-for-money evaluation on urban water ecological PPP projects.Taking the value-for-money evaluation of water ecological PPP projectIn QZ city as an example,this paper explores the evaluation process,evaluates the problems existing in the value-for-money evaluation and proposes solutions,in order to provide reference and inspiration for the value-for-money evaluation of PPP projects in China.In QZ,one of the water ecological PPP project value evaluation as the research object,combining the theory of transaction cost theory,cost effective,comprehensive evaluation theory,analysis Y evaluation company in the project is worth the problems existing in the evaluation work,including the content of evaluation indexes,and lack of the setting of index weight based on grade optional the gender is strong,the evaluation procedure,review a flawed,scoring the results calculated is not scientific and so on.The main reasons for this analysis are the defects of evaluation methods,the lack of practical verification of evaluation methods,and the urgent promotion of projects by local governments.According to this,Suggestions for improvement are put forward: first,refine the qualitative evaluation index,set the second-level index,add the evaluation content,and optimize the evaluation operation by dividing each second-level index into several grades to improve the evaluation efficiency.Second,the standard deviation of the expert score was verified.If the consistency of the evaluation is low and the difference between the evaluation results is large,the indexes with large differences should be highlighted and experts should be organized to re-evaluate.Thirdly,the entropy method is used to re-determine the weight of the evaluation index.The urban water ecological PPP project should follow the industry characteristics to set the index content and weight,and calculate the score result according to the re-determined index weight.Fourthly,the quantitative evaluation of value for money should be added to the project.The quantitative evaluation results of value for money should be obtained by calculating the public sector comparison value(PSC)value,PPP value and value for money(VFM)value by steps and using data as support to improve the comprehensiveness and accuracy of the evaluation results.Fifth,the government should strengthen the management of evaluation industry and establish a dynamic value-for-money evaluation mechanism and a post-supervision evaluation mechanism with performance appraisal as the core.Finally,this paper summarizes the full text,and concludes the enlightenment of the evaluation of PPP project's value for money,as well as summarizes the research shortcomings and prospects. |
