The pipeline transportation industry is one of the important components of the global transportation industry.It is widely used in the transportation of liquid materials such as liquid petroleum and liquid natural gas,and has made outstanding contributions to the development of the world economy.Qingdao Changhui Pipe Industry Co.,Ltd.was established in 2013.Its products are used in the fields of oil and gas,chemical industry,oil refining and shipbuilding.Sales in the European Union,North America,South America,Africa,Australia,South Korea and Southeast Asia more than 40 countries and regions,has formed a complete domestic and foreign industrial chain.The current development situation facing enterprises: First,there is overcapacity in the global scope,and the oversupply of seamless steel pipe in the international market.Second,various risks are constantly superimposed.Trade protectionism and trade frictions with China have seriously damaged the export of related products and restricted the development of enterprises.This article starts from the strategic formulation of Qingdao Changhui Pipe Industry Co.,Ltd.,a private enterprise for seamless steel pipe processing.It uses the methods of literature,interview,and case analysis to combine the actual development of the company,and uses advanced strategic management theories and PEST.Analysis,five-force model,SWOT analysis and other tools analyze the internal and external environment of Qingdao Changhui Pipe Industry Co.,Ltd.,the economic characteristics of the steel pipe processing industry,the life cycle of the enterprise,the competitive environment of the industry,and the core competence of the enterprise.The internal environment factor evaluation matrix and the external environment factor evaluation matrix were used to evaluate and analyze the corporate strategy,and the QSPM matrix was used to compare and analyze the final decision of Qingdao Changhui Pipe Industry Co.,Ltd.’s corporate development strategy.The company formulates an international investment growth strategy,establishes three quantifiable indicators of output goals,cost goals,and financial management goals.By strengthening financial organization management optimization,human resource management optimization,investment management optimization,technology management optimization,production management optimization,The marketing management optimization and other methods implement the three goals,and the process of continuous control and feedback in order to complete the company’s development strategy.This article will provide useful experience for the development of development strategies for small and medium-sized private enterprises engaged in steel pipe manufacturing,which is conducive to identifying the development position and promoting the growth of enterprises under the new normal of economic development.
