Although China’s production safety accidents are on the decline year by year,serious and major accidents still occur from time to time,causing huge casualties and property losses.In particular,regional accidents are more difficult to manage and control risks due to their wide-ranging,large-scale impact,and complex accident causes.At present,most of the regional accident risk assessments only focus on a single accident category,and there are few studies on regional accident risk assessment in which multiple accident categories coexist.Therefore,identifying the risk units and hazard sources of regional accidents based on objective analysis of accident statistical data,proposing unit risk assessment methods and regional risk assessment methods,and studying the impact of different types of accidents on the overall regional risk,are very important to comprehensively analyze the overall potential risk situation of the region and prevent regional production safety accidents.Chemical products are important basic materials for people’s daily production and life.With the rapid development of China’s economy,the use of hazardous chemicals in urban areas has increased dramatically.At the same time,because of the hidden safety risks in the production and preparation,logistics and transportation,warehousing,marketing,end use,and disposal of hazardous chemicals in urban areas,there have been frequent hazardous chemical safety accidents in urban areas in recent years.Although the overall hazardous chemical safety accidents in China’s urban areas have shown a decreasing trend year by year,major accidents still occur from time to time.Dangerous chemical accidents in urban areas are extremely difficult to control due to the diversity of hazard sources.Therefore,on the basis of analyzing the statistical data of hazardous chemical accidents in urban areas at home and abroad,identifying the accident risk,proposing the risk assessment methods of hazardous chemical accidents in urban areas,and studying the risk impact of different risk units on hazardous chemical accidents,are extremely meaningful to analyze the overall potential risks of hazardous chemicals in urban areas from a macro perspective,so as to achieve the purpose of preventing hazardous chemical accidents in urban areas.Based on the analysis of typical accident cases of hazardous chemicals in urban areas at home and abroad,this paper identified the risk composition of hazardous chemicals accidents in urban areas,divided the risk assessment units for hazardous chemicals in urban areas,and finally established the risk assessment methods ofhazardous chemicals in urban areas.This paper selected a domestic urban area for case study.Specific research contents include:(1)Case analysis of typical hazardous chemicals accidents in urban areasStatistical analysis of typical cases of dangerous chemicals at home and abroad.Analyze the general trend of accidents in urban areas and the characteristics of hazardous chemical accidents,and analyze the root causes of accident-prone industries.(2)Risk composition of hazardous chemicals accidents in urban areasClassify the risk composition of hazardous chemicals in urban areas,analyze from the three aspects of production,storage operation and use of hazardous chemicals,and identify the composition of accident risks involving chlorine and ammonia.(3)Risk division and analysis of hazardous chemicals accident units in urban areasAnalyze the different hazardous chemicals risk units in urban areas,and separately divide and analyze the risks of crowded places in urban areas and public facilities in urban areas.(4)Risk assessment method for hazardous chemicals production industry in urban areasAnalyze the risk characteristics of large chemical companies,paints,coatings companies,adhesive companies and industrial gas companies,and classify industry risk sources according to quantitative risk calculation methods,accident consequence simulation methods and hazard index methods.At the same time,the production,storage,and use of hazardous chemicals,chlorine and ammonia related risk assessment methods are established.(5)Case analysisTaking domestic chemical industrial parks in urban areas as an example,the risk assessment method for hazardous chemicals accident in urban areas proposed in this paper is used to evaluate the entire process of hazardous chemicals accident risks from production to use.The paper has 14 pictures,26 tables,and 80 references.
