Research On Government Functions In Rural Environmental Governance In Anxi County

The environmental problems are caused by the rapid economic development,we must restore and solve them.At present,China has done relatively well in urban environmental protection,but there are still many deficiencies and deficiencies in solving the problem of rural environmental pollution,which need to attract the attention of the local government and people to improve and jointly protect the environment.In fact,since 2013,the party and the central committee have put forward the goal of building a beautiful countryside,hoping that governments at all levels will take various effective measures to comprehensively control pollution and damage and strengthen the construction and protection of the rural ecological environment.Moreover,building a beautiful China was listed as one of the key tasks in the report of the 19 th national congress of the communist party of China(CPC).Says it must move toward a green economy.At home,we must reform the ecological environment supervision system.We will introduce various measures to raise people’s awareness of ecological protection and implement specific actions.The rural environment belongs to the national public goods.The local government enjoys the right of public goods,but also bears the responsibility and obligation of providing and managing public goods.Therefore,the local government must realize that it is the most direct regulatory body,to face the problem of rural environmental pollution,have the responsibility to protect public resources.However,in fact,due to various problems in the actual performance of government functions,the effect of rural environmental governance is not obvious enough.Therefore,how to make the function of local government better perform in rural environmental governance is an urgent issue in rural environmental governance.This paper with the examples of Anxi,Fujian province,based on the theory of rural environment management and the functions of the government,from Anxi,rural environment governance of government measures and actual effect,the Anxi rural environmental pollution,the government to perform the functions of the governance of the rural environment related measures and results are analyzed in detail,found existing in the rural environment management functions of the government to perform the Anxi subordinate rural environmental governance efficiency is low,shortage of sanitation infrastructure,farmers to participate in such problems as environmental governance will,The reasons are as follows: the current mechanism of rural environmental governance in Anxi county is not perfect,the investment of environmental governance fund is insufficient,the economic interest drive overrides environmental protection,and the quality of some villagers is not high.Based on the study of the treatment measures and achievements of other local governments in rural environmental governance,such as Dongming county,Heze county,Shandong province and Shucheng county,Anhui province,this paper concludes that it is necessary to control rural issues in a holistic way and form a market-oriented environmental pollution control mechanism.Finally combining Anxi practical problems that exist in the government in rural environmental management and the reasons,targeted put forward the perfect Anxi rural environment management mechanism,strengthen the rural environment management capital investment,promote the development of rural circular economy,perfect the system of the rural environmental protection publicity and education,and other functions of the government of the optimization countermeasures and Suggestions.
