Study On Safety Pre-assessment Of LPG Tank Renovation Project In DF Company

LPG tank,as a storage type pressure vessel,not only bear a certain amount of pressure,but also contain LPG which are flammable,explosive,toxic and dangerous.Once a safety accident occurs,it will cause heavy losses to the safety of people and property.This paper takes LPG tank renovation project in DF company as a practical case to carry out Study on safety pre-assessment.First,this paper expounds system correlation theory,analogical reasoning theory,accident causation theory and safety economics theory,and introduces the related safety assessment methods such as SCA,FAHP,FTA and DOW.For the research object,this paper briefly introduces the situation of the project,the technical parameters of LPG tank and the main process flow.Based on the analysis of the physical and chemical properties and dangerous characteristics of LPG,the risk factors such as leakage,over pressure explosion of storage tank,fire explosion,poisoning and asphyxiation,high-altitude fall,mechanical injury,vehicle injury,electric shock and frostbite were identified.Among them,the main risk factors such as leakage,over pressure explosion of storage tank and fire explosion were identified by FTA.In view of the characteristics of LPG tank,which is dangerous to both hazardous chemicals and special equipment,the identification of major hazardous sources of hazardous chemicals and identification of major hazardous sources of special equipment are carried out in this paper.According to the current national laws and regulations,standards and other requirements,the paper prepares a Safety Checklist,and use SCA to assess the general layout,facilities and equipment;On the basis of sorting out the related requirements of safety management,this paper uses AHP to establish the hierarchical structure model and determine the weight of assessment factors at all levels.After the level of fuzzy assessment is defined,the fuzzy comprehensive assessment is applied.In this paper,the fault tree of fire and explosion of LPG is deeply analyzed,the minimum cut set is obtained,the importance of basic event structure is arranged,and the qualitative assessment is carried out.On the basis of identifying the major hazard sources,DOW is applied to assess the accident consequences,and the data of fire and explosion accident exposure scope and maximum property loss of liquefied petroleum gas storage tank are obtained through calculation.Finally,according to the assessment results,the countermeasures and suggestions for the LPG tank renovation project are put forward.
