As an important part of field instruments,liquid level transmitter plays an important role in oilfield production.Because of the poor fluidity and high viscosity of crude oil in oil field,the failure of liquid level monitoring system occurs frequently.In order to ensure the safety and stable production of the oil field and improve the stability and safety of the process,it is decided to reform the liquid level monitoring system.With the continuous development of society,the state pays more and more attention to environmental protection and production safety.The company's business philosophy also puts environmental protection and human safety in the first place.There are many risk factors in the reconstruction of liquid level monitoring system,which will threaten human safety and environmental protection,all of which highlight the importance and necessity of risk management for the reconstruction project.Due to the danger and particularity of the production environment of offshore oil platform,the transformation project involves many links and faces a large risk.In the process of construction,there will be a variety of emergencies,which pose a great threat to safe operation.The purpose of this study is to identify the risks in the project more comprehensively through this study,then analyze and evaluate the risks,and summarize a set of risk control measures according to the risk management theory and work experience.Control the risks in the project and successfully complete the level monitoring system transformation project without affecting the normal production.According to the basic theory of risk management,this paper uses checklist method,flow chart method and brainstorming method to identify the risk,and summarizes the risk factors in the design process,procurement process,construction process and commissioning process.Then using the pre hazard analysis method and the accident tree method,the qualitative and quantitative analysis of the transformation project is carried out,and then through the evaluation of the importance of the accident tree structure,the important risk points of the transformation project are analyzed and evaluated: the qualification review and management of the contractor,the management of the site principal.According to the theory of risk management and practical project experience,this paper puts forward specific and targeted risk control countermeasures.In view of the risks related to the contractor,the Contractor's construction personnel health declaration management,personnel dynamic tracking management,contractor's construction personnel behavior safety management,outsourcing construction commitment letter,outsourcing construction power of attorney and construction operation quality management are used to comprehensively control the risks related to the contractor.In view of the risks related to the person in charge of the site,the safety meeting system,work permit management and other methods shall be adopted to deal with the risk factors brought by the person in charge of the site.Relevant protective measures shall be taken in the operation links with risks,such as high place operation,hot work and lifting operation.The management of materials and temporary electricity needs to follow the management process.For the risk of fire and oil spill,which is less likely to occur,but with serious consequences,corresponding emergency plans should be formulated to minimize the risk loss.Through the research of this paper,we hope that the transformation project can be completed smoothly.
