Research On The Payment Mechanism For Construction And Demolition Waste Recycling

With the high-speed development of social economy and new-type urbanization building,as well as the further promotion of the livelihood projects such as shantytowns rebuilding and underground transportation engineering,a large amount of construction and demolition waste(C&D waste)is produced in China every year,and the annual production of C&D waste is increasing year by year.According to statistics,the amount of C&D waste generated in 2018 from 35 pilot cities(prefectures)is about 1.315 billion tons,the amount of C&D waste is larger in the whole country.The annual production of C&D waste is so huge,but the recycling capacity is seriously insufficient,and the actual production capacity is less than 50%,the recycling rate of C&D waste is far from the average 90% in EU and Japan.Generally,this paper believes,the key reason is that the payment mechanism for C&D waste recycling was not established.Based on the Public Goods Theory and Stakeholder Theory,this paper studies and analyzes the payment responsibility and willingness of the stakeholders about C&D waste recycling,by the data obtained from the questionnaire survey.Taking S city in the east of China as an example,this paper analyzes and calculates the transportation cost and resource treatment cost of decoration waste,and finally proposes to build a payment and settlement mechanism based on the whole process management and data platform supervision of C&D waste recycling industry chain.It is hoped that the payment and settlement mechanism can solve the contradiction between high treatment cost and non-profit of C&D waste recycling industry.The main results of this paper are as follows :(1)The main reason for the failure of the existing payment and settlement mechanism is that the rights,responsibilities and benefits of the main stakeholders are not equal.(2)Taking the decoration waste recycling project as an example,this paper analyzes the factors influencing the cost of the decoration waste recycling,and puts forward the basis of cost accounting and treatment cost pricing of C&D waste.(3)The paper proposes to build a payment and settlement mechanism based on the whole process management and data platform supervision of C&D waste recycling industry chain.Taking the whole process management of the supervision platform as the core,this paper optimizes the settlement methods of the transportation and treatment enterprises,and puts forward the policy suggestions.The research results of this paper are innovative and have more practical significance for the sustainable development of C&D waste Recycling industry.It provides the basis for the government to formulate the relevant policies of C&D waste Recycling,and promotes the standardized management and recycling of C&D waste in China.
