Inert construction and demolition waste is the main component of construction and demolition waste(CDW),which brings increasingly prominent environmental problems.Reasonable treatment and disposal of inert CDW is a major problem urgently to be solved in China.As a "potential resource",the best way to treat inert CDW is to recycle it.However,at this stage in most parts of China,the treatment and disposal of inert CDW are still mainly in open-air stacking or landfill.In order to effectively improve the resource utilization of inert CDW and reduce its environmental impact,by summarizing relevant domestic and foreign literature,it is found that at present,there are some problems in the recycling management of inert CDW in China,such as unsystematic policies and imperfect economic policy mechanism.It is difficult to effectively stimulate the enthusiasm of the stakeholders for the utilization of inert CDW recycling.Due to the complexity and dynamics of the inert CDW management system,this paper uses system dynamics theory and methods,taking Xining City as an example,to establish an inert CDW recycling management model.And carried out simulation analysis on the model under different charging schemes and the combination of charging and subsidy schemes.The results show that the current landfill charging standard is too low.And there is a limit to the management of inert CDW recycling only by raising charge.Increasing the charge only has a great impact on the landfill behavior of contractors,but has a weak impact on the recycling behavior of recycling-based enterprises,and can't effectively increase the amount of inert CDW to be used as recycling,nor can it achieve internalization of environmental impact externalities.After the introduction of subsidy mechanism,it can improve the limitations of a single charging scheme,which can effectively mobilize stakeholders' enthusiasm for the management of inert construction waste,and reduce the amount of inert construction waste to landfill and illegal dumping.When the fee and subsidy scheme is [30,20],the landfill quantity and illegal dumping quantity have the largest decline,and the recycling utilization quantity has the largest increase.By 2040,the recycling utilization quantity can be increased by 7.562 e + 08 t.The environmental impact benefit will be increased by 1.988e+009 yuan,the improvement effect will be 548.36%,and realize the purpose of internalizing the environmental impact.In addition,the economic policies of charging or subsidies has a marginal diminishing effect on the behavior of the major stakeholders in the implementation of inert CDW recycling management.It is not that the higher the charging or subsidy standard,the more the enthusiasm of the stakeholders for the utilization of inert CDW recycling is improved.It shows that when the charging standard is 30 yuan/t and the subsidy standard is 20 yuan/t,The effect of policy implementation is the best.The results of this study can provide theoretical reference for the formulation of relevant economic policies in the recycling management of inert CDW in Xining city.
