Study On Work-safety Supervision In Beilun Ningbo

The occurrence of production and operation behavior is bound to accompany the increase of accident risk,if not promptly intervened,it is likely to become a wild charger and even an evil member of the herd,so effective supervision is indispensable.Work-safety supervision is closely related to the rights and interests of the Party and the government,various enterprises and institutions,staff and workers in their posts,their families and friends,as well as associations,mass organizations and other parties.There is no doubt that such regulatory actions have multiple dimensions and many aspects of value orientation.Work-safety supervision at the grass-roots level is closely related to the vital interests of the people,and is directly related to the safety of people's lives and property.Therefore,it is increasingly attracted by Party committees,governments,social organizations and the general public at all levels.However,the work-safety supervision at the grass-roots level is still facing general and major accidents prone to occur,difficult supervision and other practical problems,such as the frequent occurrence of general and major accidents,the difficulty of supervision and so on.The contradiction between the large base and weak foundation of small and medium-sized enterprises and the rapid development of economy and society is intensifying,and it is difficult to find a quick,effective and stable solution in a short time.The traditional work-safety supervision mode with the government as the main body has been difficult to adapt to the new situation of safety production and the people's new expectations for safety development.At the same time,under the world trend of administrative reform,governance theory is gradually rising,and has been widely used in political,administrative,social management and other fields in many countries and regions.Since the 18 th National Congress of the CPC,the government has finally determined and ceaselessly consolidated the goal orientation,important position and practical significance of the word "governance" in the road of governing the country and deepening the reform.If we can combine the governance theory with the grass-roots work-safety supervision closely,it will be helpful to balance the relationship between government compulsion and enterprise self-discipline,track out a new means,explore a new way and describe a new blueprint for building a more effective supervision model.Based on the practice of work-safety supervision in Beilun Ningbo,by means of literature review,data collection and dialogues with grass-roots safety supervisors,this paper studies the supervision and management of grass-roots work-safety from the three dimensions of the government and its departments,the production level of enterprises,social organizations and the general public,and attempts to take Beilun District as a specific research object to "dissect a sparrow",in-depth analysis of the new era of grass-roots work-safety supervision problems,and from the perspective of government control theory,multi-center governance theory,coordinated governance theory,put forward the corresponding countermeasures and suggestions.Judging from the research situation,the supervision of work-safety in Beilun District has shown the trend of multi-center management.Apart from the strong support of the government,the main bodies involved in safety supervision activities have become increasingly diversified,and the system of multi-level coordination and cooperation has begun to take shape.But as a whole,there are still some problems in government supervision,enterprise management and social participation,such as unclear responsibilities,insufficient co-ordinated supervision,weak foundation,backward ideas and weak effectiveness.In view of this,this article takes the question as the guidance,draws lessons from other areas' advanced experience in work-safety supervision,and puts forward personal opinions and optimization suggestions from the aspects of supervision troop construction,information construction,safety culture construction,intermediary organization construction,community network construction,etc.I hope it will benefit the supervision of work-safety at the grass-roots level.
