With the changes of the times,the reform of agricultural modernization and the promotion of rural urbanization have had an important impact on agricultural production and management activities.The amount of straw and poultry manure waste produced by agricultural production activities is extremely large,and the output increases linearly.The improper treatment of agricultural waste has gradually become one of the important influencing factors of agricultural non-point source pollution.Treatment methods such as indiscriminate burning of straw and poultry manure rushing into the water body will not only have a bad impact on the ecological environment,but also endanger human physical and mental health.According to related research,the resource utilization of agricultural waste has the functions of purifying the environment and recycling.At present,there are four main ways to utilize agricultural waste resources: energy,feed,fertilizer and basic materials.Although the current researches on the utilization forms of agricultural wastes are abundant,the research on the main bodies of the utilization of agricultural wastes is still lacking.After combing the relevant literature,it is found that the relevant research on the utilization of agricultural wastes by enterprises and farmers' cooperatives(hereinafter referred to as cooperatives in the following discussion)is relatively weak.Therefore,this paper explores the utilization of agricultural wastes by using enterprises and cooperatives as the main body.Cooperation model.According to relevant research,collaborative cooperation has a positive effect on the utilization of agricultural waste resources,and the formation of a cooperative relationship among relevant stakeholders such as governments,enterprises,cooperatives,and farmers has the effect of improving the efficiency of the utilization of agricultural waste resources.In view of this,this paper sorts out the previous researches on the utilization of agricultural waste resources,and takes enterprises and cooperatives as the main stakeholders in the utilization of agricultural waste resources as research objects to establish an evolutionary game model.First,analyze the decisionmaking and stabilization strategies of the agricultural waste resource utilization of enterprises and cooperatives without government support,and identify the main factors that affect the formation of resource cooperation between the two parties.The results show that there are many factors that affect the cooperative relationship between enterprises and cooperatives in the utilization of resources,including the original profit,the basic benefits of cooperation,the total cost of cooperation,the profit distribution coefficient,the enthusiasm of farmers and the additional income generated by the enthusiasm of farmers.And without government support and under different initial conditions,the model exists(cooperation,cooperation)and(non-cooperation,noncooperation)two evolutionary stability strategies.Finally,Matlab software is used to perform numerical simulation on the initial state of the evolutionary game system,and select some parameters at the same time to simulate and verify the evolution process and evolution trend of the parameter change on the resource utilization decision of enterprises and cooperatives.Next,government support was introduced into the game model of both enterprises and cooperatives,in which government support included cost subsidies and technical support.First,it analyzes the evolutionary stabilization strategy of resource-based entities under cost subsidies,which are specifically manifested in two situations.First,when the benefits of cooperation in the use of resources by both parties are greater than the benefits of non-cooperation,cost subsidies mainly reduce the risk of unilateral implementation of waste resources utilization.Second,under the circumstances of high resource utilization costs and unprofitable,government cost subsidies not only reduce the risk of unilateral entities implementing resource utilization,but also make up for part of the cost losses in resource utilization.In both cases,when a certain amount of cost subsidy is satisfied,(cooperation,cooperation)is the only evolutionary stability strategy of the system.Then it analyzes the stabilization strategy of the resource utilization subject under the co-administration of cost subsidies and technical support.The conclusion shows that in the second scenario,technical support increases the rate of resource utilization,which in turn reduces the cost of subsidies and forms a stable cooperative relationship.Secondly,the simple cost subsidies or technical support coadministration obtained through numerical simulation in both cases can increase the enthusiasm of farmers in the process of resource utilization,and the greater the subsidy,the higher the conversion rate of resource benefits under technical support.The more obvious the farmers' enthusiasm in participating in the resource utilization is,the faster the enterprises and cooperatives can reach a cooperation strategy.Finally,based on evolutionary game analysis and simulation results,this article gives the following suggestions for promoting the construction of waste resource utilization system from the four levels of government,enterprise,cooperative,and farmers:(1)Government level,providing economic and technical support to improve The enthusiasm of the main body of resources,implementing different forms of government support to promote the use of resources in stages,and forming a system of resource utilization;(2)At the enterprise level,actively participate in the utilization of waste resources,enhance competitiveness,play a leading role,and encourage farmers to actively participate Resource utilization;(3)Cooperative society level,actively strive for enterprise cooperation and government support,and scientifically guide farmers to actively participate in waste resource utilization;(4)Farmer level,improve waste ecological value perception and increase waste resource utilization enthusiasm.The main innovations of this article include:(1)Perspective innovation.In the process of researching the utilization of agricultural waste,this paper takes enterprises and cooperatives as the main body,and studies the influencing factors of the cooperation strategy reached by both parties.At the same time,it also analyzes the impact of farmers' enthusiasm in participating in resource utilization on cooperation strategies,both of which are unique to this article.(2)Game model innovation.With the help of evolutionary game theory,this paper analyzes the cooperation trend of the utilization of agricultural waste resources in different initial states of the "enterprise + cooperative" business model without government support.On this basis,the introduction of government cost subsidies and technical support policies not only analyzes the cooperation trends of game players under the conditions of favorable cooperation and unprofitable cooperation under the government support,but also analyzes the trend of system evolution of farmers' enthusiasm under the government support.
