| The production industry of hazardous chemicals,such as gasoline,liquefied petroleum gas and other typical chemicals,were most important pillar industry to national economy.The raw material unloading area and the product loading area of hazardous chemicals were regarded as "the beginning and the end" of the chemical enterprise.Safety risk management was related to the survival of hazardous chemicals enterprise s.In recent years,many accidents were happened in the loading and unloading of hazardous chemicals in China,which brought urgency,pressure and sense of responsibility to carry out safety risk study in loading and unloading area.Combined with their own characteristics,the government encouraged that scientific procedures and methods should be used to safety risk identification,risk assessment,risk control in the process of enterprise production.Therefore,it was of great significance to research on risk gradation assessment in hazardous chemicals loading and unloading area to the process safety management for petrochemical enterprises.After studying the existing safety risk assessment methods at home and abroad,risk of the typical hazardous chemicals,such as gasoline,such as flammable liquids,liquefied petroleum gas,and the corrosive liquid such as liquid ammonia,was analysed to the loading and unloading area.Based on the analysis hierarchy process(AHP),a safety risk assessment model was established for the loading operation of typical dangerous chemicals.By the ways of Fault Tree Analysis(FTA),Job Safety Analysis(JSA)and ALOHA,the risk factors of the loading & unloading area and operational procedure of hazardous chemicals were researched comprehensively,and the risk factors were determined.Based on the AHP,a safety risk assessment model was established for the loading and unloading operation of typical hazardous chemicals.The risk assessment model consist of six aspects from management,personnel,technology & equipment,materials,working environment,and work procedures.Factors of risk assessment index,weight value and three level evaluation elements were acquired and improved.A new risk ranking comprehensive assessment system was established with 6 primary-level,37 secondary-level and 128 three-level factors for the typical dangerous chemicals loading and unloading area.The scoring criteria of the three-level factors in the risk assessment system were refined.Some indexes were quantified by the risk assessment software,which provided the scoring grading standard basis for risk assessment in the loading and unloading area.New risk evaluation system was put forward based on the AHP,which was applied to risk assessment of loading and unloading operation for unloading oil-drain platform and the oil-sale center of the two refinery chemical companines.It provided reference to the risk self-assessment of loading & unloading area and operational procedure for hazardous chemical enterprises.And it was worth of reference and theoretical value to risk assessment of hazardous chemicals loading and unloading area for safety evaluation institutions. |
