Research On Management Innovation Of Engineering Construction Project Of Oil And Gas Long-distance Pipeline Project

With the continuous development of the national economy and the continuous increase of national income,the society’s dependence on and demand for energy has gradually increased,and the country’s demand for energy security has also increased.In the energy structure,oil and natural gas energy constitute an important part of it.Although my country has explored abundant oil and gas resources,due to the rapid growth of domestic oil and gas demand,my country has changed from a traditional oil and gas self-sufficiency country to a net oil and gas importer since 1993.How to meet and ensure domestic oil and gas safety through engineering construction has become a reality Proposition.Project management plays an important role in the construction of long-distance pipeline projects,which directly affects whether the construction enterprise can complete the established construction goals with quality and quantity.Scientific engineering project management is a catalyst for pipeline construction and operation companies to occupy a favorable competitive position in the market,and it is also the key to ensuring that the construction of long-distance pipeline projects achieves due results.Therefore,under the constraints of increasing demand for oil and gas resources and increasingly difficult pipeline engineering project construction,it is very important to study innovative pipeline engineering project management.Based on this,this article conducts research on the construction management of representative G company pipeline construction projects.This paper adopts literature research,statistical description,case analysis and empirical analysis.The main conclusions are as follows:(1)Long-distance pipeline construction has the characteristics of large investment,long cycle,wide front,complex process and high risk coefficient.(2)At present,the long-distance pipeline construction management should optimize the problem that the risk of work management can not be shared equally in project management;It is urgent to solve the problem that the current technology can not meet the technical support of steel making,pipe making and low temperature pipe application brought about by the upgrading of transportation pipeline diameter;The quality risks of welding,inspection and anticorrosion caused by the upgrade of pipe diameter,the increase of wall thickness and steel grade and artificial instability should be solved;The HSE risks brought by special crossover operation and ecological environment protection should be solved;The progress efficiency of the initial stage of construction technology should be solved;The financial control under new technologies,new processes,new equipment and new materials should be solved;The application and construction of intelligent construction in long-distance pipeline should be solved.(3)Practice and apply the innovative ideas through the A project undertaken by G Company,and adopt the management mode of "IPMT+supervision+E+P+C+operating unit" to realize the differentiation of risk levels and build the integration of construction and management;Scientific research has overcome the manufacturing of D1422,X80 steel pipe and 56-inch large ball valve,and formed technical regulations for pipe fittings and 19 standards such as technical conditions for pipes and fittings at-45℃ to support technical management;Overcome and fully implement the full-automatic welding,full-automatic ultrasonic testing and full-mechanized anti-corrosion technology under the new technology to provide quality assurance;Formulate 141 system documents,change the chaotic,scattered and partial situation of the previous management system,refine the safety risk management and control,and start environmental protection to refine the system;With the promotion of competition,linkage management,planning single-line diagram early warning to ensure progress;The monthly settlement of the fund progress level is approved,the whole process is refined,the multi-party supervision,and the overpayment is strictly controlled;The application of intelligent construction site in long-distance pipeline construction is helpful to risk management and control,improve efficiency,improve traceability of key data and solve uncontrollable factors.(4)With the increasing demand of natural gas,the diameter of OD1422 will be replaced by a larger diameter.How to overcome the manufacturing technology of pipe fittings in advance,how to improve the efficiency of technological methods,how to transform manual automatic equipment welding into full-process automatic welding,how to realize intelligent construction of long-distance pipelines,digital twins,and realize digital pipelines and scientific and technological pipelines in the true sense have certain limitations at present,which will also be the main research direction in the future.
