| ObjectThe purpose of this paper was to understand the current situation of the implementation of the national basic public health service project in Zhengzhou,and to evaluated the efficiency of the national basic public health service project,and conducted a comprehensive evaluation on the national basic public health service project in Zhengzhou,in order to improved the development of basic public health service in Zhengzhou.MethodsFifteen districts in Zhengzhou were selected as the survey objects,and the data of the national basic public health service project among six years were collected from the Health and Family Planning Commission in each districts,and Zhengzhou Statistical Yearbook from 2012 to 2017.This study selected statistics information of national basic public health service projects conducted in Zhengzhou City from 2011 to 2016 to understand the state of basic public service projects in Zhengzhou City.Based on the input indicator of basic public health service finance in Zhengzhou City,the number of health technicians,the number of equipment over 10,000 yuan,and the number of beds in primary health service institutions,the number of coverage of 14 national basic public health service projects undertaken by Zhengzhou City was used as an output indicator,DEA data envelopment analysis method was used to study the overall efficiency of basic public health services in Zhengzhou.Based on the completion rate of national basic public health service projects in 15 districts from 2011 to 2016 in Zhengzhou City,the comprehensive evaluation of basic public health services among districts was conducted using the TOPSIS comprehensive evaluation method.ResultsThe results of the study showed that the national basic public health service projects in Zhengzhou City showed an increasing trend from 2011 to 2016.In 2016,the rate of electronic health records in Zhengzhou City achieved 100%,an increase of 11.27%over 2015.Compared with 2011,the children’s health management rate has increased by 20.94%;the rate of early pregnancy check has increased by 17.97%;the postpartum visit rate has increased by 21.77%;the standardized management rate of diabetic patients has increased by 48.19%.The health management rate of Chinese medicine for the elderly and children has been increasing for six years.TOPSIS comprehensive evaluation results showed that the comprehensive scores of national basic public health service projects in Zhengzhou City from 2011 to 2016 were generally low,among which the comprehensive score in 2016 were the highest,the Ci value was 0.54;the comprehensive score in 2015 was the lowest,the Ci value was 0.41.The comprehensive scores of 15 districts in Zhengzhou City did not exceed 0.7 from 2016 to 2016.From 2014 to 2016,the highest average Ci value for all districts was in Dengfeng,the Ci value was 0.52;the lowest was Jinshui,and the Ci value was 0.35.From 2011 to 2016,Gaoxin had the highest average Ci value of all districts in Zhengzhou City,with a Ci value of 0.51,and the lowest was Jinshui,the Ci value was 0.34.DEA results showed that the average value of the overall efficiency of basic public health services in Zhengzhou City from 2011 to 2016 was 0.95,the average value of pure technical efficiency was 0.96,and the average value of scale efficiency was 0.98,In 2011 and 2016,the comprehensive efficiency,pure technical efficiency and scale efficiency of Zhengzhou’s national basic public health service projects were 1,and the DEA comprehensive effective rate was 25%.In 2012 and 2013,the basic public health services in Zhengzhou achieved pure technical efficient,and the scale efficiency of the national basic public health service projects in Zhengzhou city from 2013 to 2015 was increasing.Conclusion1,From 2011 to 2016,the coverage of the national basic public health service in Zhengzhou is expanding year by year,but the quality of service needs to be improved.2,The overall efficiency of the national basic public health service projects in Zhengzhou is increasing.In order to ensure the benign development of basic public health services in Zhengzhou,the investment in basic public health services should be increased in the future.3,From 2011 to 2016,the TOPSIS comprehensive evaluation score of the national basic public health services in Zhengzhou is low,in order to improve the comprehensive ability of basic public health services in Zhengzhou,should strengthen the management of fundamental health institutions,optimize the allocation structure of health resources. |
