| General Secretary Xi pointed out in the report of the 20 th National Congress of the Communist Party of China pointed out that we should promote the construction of healthy China and put the protection of people’s health in a strategic position of priority development.As a key component of medical activities,hospitals are of great significance for ensuring people’s health and improving residents’ well-being.The successful completion of the hospital project can effectively improve the level of medical services and meet the medical needs of the people.In a hospital construction projects,project manager as the main senior managers,their personal ability and quality have a direct impact on the successful implementation of the hospital projects.At present,there is no scientific and reasonable evaluation system to evaluate the competency of the hospital construction project managers.Therefore,it is of great significance to study the competency of the person in charge of the hospital construction project to improve the ability level of the project manager and improve the comprehensive benefits of the hospital project.Firstly,this paper studied the relevant theories of hospital construction project,project manager and competency.Through literature analysis,the competency characteristics were sorted out and the interview outline of hospital construction project manager was determined.The interview outline was used to conduct behavioral event interviews with project managers engaged in hospital construction.Combined with literature analysis and behavioral event interviews,the competency index system of hospital construction project manager was formed,which included 36 competency characteristics.Secondly,based on the competency index system of hospital construction project manager,the competency survey scale of hospital construction project manager was compiled.The 99 valid questionnaires were imported into SPSS software,and five principal component factors were extracted by principal component factor analysis,which were leadership ability,technical ability,behavioral ability,strategic ability and self-improvement ability.With the help of competency survey scale,the competency level of hospital construction project managers was evaluated,and the differences in the competency level of project managers with different demographic characteristics were compared.The results showed that there were significant differences in the competency level of project managers with different educational backgrounds,professional titles,positions,ages,project owners,working years and years of hospital construction.Thirdly,the principal component factor of competency and the weight of the competency characteristics of the person in charge of the hospital construction project were determined by using the entropy method and scoring by 25 experts.Through the weight of each competency characteristic,the main competency characteristics that affect the competency of the project manager can be clearly defined.Based on this,it explored the competency characteristics that project managers should focus on improving,and put forward suggestions for improving competency based on the current competency level of project managers.Finally,combined with the case to evaluate the competency level of candidates in the recruitment process,explained how to apply competency research to training and performance management,and put forward corresponding safeguard measures.The results showed that recruitment,training and performance management based on competency research were scientific and practical,and could provide reference for human resource management of enterprises. |
