The implementation of the mechanism to fall into the “healthy poverty” and form a sustainable support mechanism has become the main issue that this paper wants to solve.This article will take Linyi City’s medical precision poverty alleviation work as the end-result of this study,and build a framework of precision poverty alleviation system for medical institutions as a core goal,and make use of literature analysis,case analysis,empirical analysis,and normative analysis to establish a set of methods.Targeting medical precision poverty alleviation and assisting in the identification of the precise mechanism of the population,diversification of the participating entities,different types of rescue items,high efficiency of implementation and management,and optimization of salvage levels into five dimensions of the medical precision poverty alleviation system,with financial input Continuous and official performance appraisal orientation is the main guarantee system,and a dynamic medical precision poverty alleviation system is realized through internal workflow feedback and mass opinion feedback.Among them,the long-term operation of the system must have stable fund support.For the source of funds,this articleenvisages the government’s asset allocation,the establishment of asset management companies,and the realization of the fund’s self-hematopoietic function.
