Optimization Research Of Drug Cost Management System In Y Hospital Under The Background Of New Medical Reform

In recent years,people increasingly respond to the problem of "expensive and difficult to see a doctor",which urges the country to carry out a thorough and comprehensive reform of the medical system.The characteristic of hospital drug management is that the quantity is small and the variety is miscellaneous,while most of our hospital current usually does not have the perfect medicine storehouse management system and the automation management degree is low.Especially in the field of drug logistics,there is a general lack of systematic knowledge of logistics management and sufficient amount of advanced automation equipment,which leads to the non-standard storage of drugs in some hospitals,the nonconformity of pharmacy accounts,and the non-standard process of drug circulation.At present,how to further reduce the circulation cost of drugs and improve the level of hospital drug management more effectively under the premise of guaranteeing the smooth supply of drugs and sharing information resources in hospitals has become an urgent problem to be solved.In 2009,the State Council issued "Opinions on Deepening the Reform of the Medical and Health Care System",which officially opened the curtain of a new round of medical reform in China.Breaking down the core goal of this new medical reform,we can easily find that the top priority we need to solve is how to reduce medical expenditure of patients,restore the "commonweal nature" of medical institutions,and improve the fairness of health services.In November 2013,The Third Plenary Session of the 18 th CPC Central Committee deliberated on and adopted "The Decision of the CPC Central Committee on Certain Major Issues Concerning the Comprehensive Deepening of Reform",and proposed to abolish the development mechanism of compensation for the medical cost through drug-selling profits.Subsequently,in May 2015,the General Office of the State Council issued "The Guidelines on the Pilot Comprehensive Reform of Urban Public Hospitals",emphasizing once again the elimination of the mechanism of compensation for the medical cost through drug-selling profits,straightening out the prices of medicines,reducing the cost of drugs and medical consumables and establishing a scientific compensation mechanism.This series of measures aim to fully realize the division of medical treatment from drug sale,to achieve "zero addition" of medicine,to reduce the drug price and to lighten the burden of patients seeking medical treatment.However,as a commodity with special attributes,drugs account for a large proportion of hospital medical income.The overall promotion of "zero addition" will lead to the gradual transformation of hospital pharmacy from the original "profit center" to "cost center".This will urge hospital administrators and pharmaceutical staff to consider how to transform the pharmaceutical work model to meet the needs of the development of the times.
