A Study On The Current Policy Of Providing Better Healthcare To Avoid Poverty In Rural Areas Of China

By the end of 2015,the poverty-stricken people who died from illness and returned to poverty due to illness accounted for 44.1%of the total poor population,and the number reached nearly 20 million,of which 7.34 million were suffering from major and chronic diseases.In September 2016,15 central ministries and commissions jointly issued the "Guiding Opinions on Implementing Health and Poverty Alleviation Projects" to ensure that the rural poor enjoy basic medical and health services and achieve poverty alleviation goals.With the development of poverty alleviation work,the number of poor and poor households in China due to illness has dropped to 3.882 million in 2017.However,poverty due to illness and returning to poverty due to illness are still an important factor in poverty in rural areas.Health poverty alleviation policy is an important strategy of the country.Therefore,the research on health poverty alleviation policy can not only solve the practical problems of our country,but also respond to the national strategy.Based on the theory of dynamic poverty,human capital optimization and welfare pluralism,this paper traces the historical rural medical system and studies the existing health poverty alleviation policies in D County by using literature research,case studies,questionnaires,interviews and other methods.The author analyzes relevant policies,evaluates their effects,and proposes relevant policy recommendations.On conclusion,it is found that the poor households in the county have basic medical insurance,major illness insurance,civil assistance and medical poverty alleviation funds,and also enjoy patient-centered medical and home medical services.In addition,the paper also issued relevant questionnaires to farmers.After descriptive statistics and cross-analysis,it is considered that D County’s health poverty alleviation policy has significant advantages in providing family medical services and family doctor system.The recognition of family doctor is relatively high,and the implementation effect is relatively good.The rural medical infrastructure is relatively perfect,and the environmental sanitation governance is relatively good.The farmers are relatively familiar with the health and poverty alleviation policy,and the government is relatively effective in carrying out the work.The basic medical insurance coverage rate of farmers is very high,which effectively solves the problem of local farmers’expensive medical treatment.However,it should be noted that the low-income households and poor households who have filed the card are not complete overlap.It is also lack of participation of multiple subjects and medical personnel.The government should take measures to improve the medical standards and make the farmers realize the importance of health.And should also break the barriers to administrative divisions,and focus on the coexistence of excessive medical care and insufficient medical care.Therefore,the article combines relevant theories and explores the international experience and practices of medical systems and services.Finally the article puts forward relevant suggestions under the special national conditions of our country.It is recommended to strengthen the participation of di’verse organizations.The participation of organizations,families,village collectives,and the third-party evaluation agencies will make a good effect.Establish a medical system of making the medical insurance as the mainstay.And at the same time,establish the other forms of supplementation.By the way,should also insist on the medical assistance.The training of personnel will promote the flow of high-level doctors to the grassroots through bonuses and professional titles.It is also recommended to set up scholarships for medical students in colleges and universities in order to promote the enrichment and optimization of rural doctors and improve the medical level at the grassroots level.Make full use of the advantages of family doctors,and combine modern technology to strengthen the promotion of health management,so that policies can be promoted and implemented.Strengthen the classification management of farmers throughout the life cycle,establish health records,and strengthen the health management of farmers.Set up national networking to avoid administrative divisions,and strengthen the dynamic management of rural poor households.
