Study On The Effect And Optimization Of The New Rural Cooperative Medical System(NCMS) Participating In Health Poverty Alleviation

Health has a very important impact on the increase of household income.However,the disease is uncontrollable.Once suffering from the disease,it will cause unpredictable economic losses to a family.China has a large base of poor people,and the causes of poverty are also more complicated.Especially in the northwestern region of China,the phenomenon of poverty caused by illness is very serious.At the end of 2018,Luochuan County had 1,405 poor people on its books,with a poverty rate of 0.7%,which achieved an overall poverty alleviation for the whole county.This shows that Luochuan County has made great progress in poverty alleviation.However,there are still some problems.In order to find out the causes of these problems,and then put forward optimization suggestions for Luochuan County’s new rural cooperative medical system to participate in health poverty alleviation.This article takes Luochuan County as the research object.First,it investigates the economic development,health resource allocation,and medical security policies of Luochuan County.Based on the results of the survey,the status of the implementation of the New Rural Cooperative Medical Care Participation in Poverty Alleviation in Luochuan County is investigated.Analysis.In order to verify the effectiveness of the implementation of the New Rural Cooperative Medical Service in Luochuan County in participating in health poverty alleviation,This paper selects the NCMS compensation expenditure as the explanatory variable,and per capita disposable income and the number of poor people as the explanatory variables.In general,the total fundraising,total expenditure,and beneficiaries of the NRCMS increased from 2014 to 2018;more male patients than female patients participated in the NRCMS reimbursement;the age of the reimbursed patients became a U-shaped distribution curve;with With the continuous deepening of the NCMS,the number of residents in Luochuan County gradually choosing to go to health clinics in townships and below after the illness has increased.The total cost of medical consultation and compensation for residents participating in the NCMS from 2014 to 2018 has been declining.Through regression analysis,it can be concluded that both the NCMS and the major illness insurance can achieve the effect of reducing poverty in Luochuan County,that is,the per capita disposable income can be greatly increased,and the number of poor people can be greatly reduced.The NCMS has achieved the following results in participating in the health poverty alleviation work.At the same time,it also has the following problems: heavy government financial burdens,administrative barriers,insufficient talent and equipment resources,and inadequate health promotion.In order to solve the above problems,this article proposes related optimization Suggestions: increase the participation of multiple subjects,establish a unified urban and rural medical security system that breaks down administrative barriers,improve the quality of medical personnel,and improve the health management awareness of rural residents.
