Research On The Development Of Pediatric Medical Association In Hebei Province

With the full implementation of the two-child policy,the total number of children in China is still at a high level,and children aged 0-14 have a high demand for medical treatment.However,due to the relative lack of pediatric medical resources,how to make the best use of the existing resources to meet children’s medical needs is an important problem for the government to solve.Since 2009,the state has encouraged the optimization and integration of medical resources through the establishment of medical association.In August 2018,the former health and family planning commission of Hebei province and other eight departments jointly issued the notice on further strengthening the construction of pediatric medical service system,which clearly proposed the establishment of a four-level pediatric collaborative network.Through the establishment of pediatric medical consortium,the optimal combination of pediatric medical resources can be realized,so that children born in the same era can enjoy the same public medical and health services.At present,China’s medical consortium construction is in the primary stage.Due to the different operating systems and management modes of medical institutions in different regions,levels and specialties,there is no fixed and mature construction mode for pediatric medical consortium construction,which can be directly applied.Therefore,it is necessary to analyze deeply and reflect on the relevant problems in the construction of pediatric medical consortium.This paper takes the paediatric medical association of Hebei province as the research object.The stakeholder theory,division of labor theory,performance appraisal theory and other related theories are applied to the analysis and research on the development of pediatric medical consortium in Hebei province,combining the problems and countermeasures found in the main construction mode and practice of medical consortium in China and the construction mode and construction situation of medical consortium in developed countries abroad.Through investigating medical couplet of member units,and face-to-face interviews to the responsible people and some pediatricians in the member of Hebei province pediatric medical association,understand the basic situation,the management mechanism,the businesssituation,construction effects and development advantages.From the researches in different levels,to find the problems in the development process of Hebei pediatric medical association,including the insufficient number of pediatricians,the difficulty in implementing the two-way referral system,the inadequate role of the medical consortium,the lagging construction of the medical information system,and the unequal coverage of member units.Combined with the actual situation,the causes of the problems are analyzed.At last,the author puts forward some suggestions for the development of paediatric medical association in Hebei province.Strengthen the pediatric medical team;Improve personnel compensation and talent incentive mechanism;To standardize the standard of two-way referral in medical association;To improve the skill level of grassroots pediatricians;Improve the supporting policies;Improve the internal division of labor clear institutional positioning;Introducing performance appraisal to balance internal interests;Strengthen the coordination and supervision of the government to ensure the smooth development of the medical consortium;Build a remote information platform with the help of "Internet +";Increase capital input to accelerate platform construction;With the help of the coordinated development of Beijing-Tianjin-Hebei improve the medical power of Hebei,etc.It is hoped to provide reference for the development of pediatric medical consortium.
