Research On Government Responsibility Of Rural Health Poverty Alleviation From The Perspective Of Precise Poverty Alleviation

Precise poverty alleviation is not only a long-term and arduous systematic project,but also a dynamic project to adjust with the changes of the poverty alleviation targets.The survey found that nearly half of the poor people return to poverty because of illness.It is unable to solve the issue of poverty-stricken people due to illness in a short time and cannot be solved completely according to the reality and medical laws.This shows that the difficulty of health poverty alleviation is great and the situation is grim.Health poverty alleviation should not only provide high-quality medical and health services to alleviate the medical burden of the people in need,but also improve the health literacy of the people in need,cultivate their self-health management consciousness and enhance their self-determination ability.In addition,we should also pay attention to provide production support and development support for the people in need to achieve sustainable income generation,which shows that the task of health poverty alleviation is arduous.This study integrates the frontier knowledge of medicine,sociology,economics,public management and other fields in theory,and takes the government's function orientation in rural health poverty alleviation as the breakthrough point from theoretical issues to empirical analysis.This paper takes the children,women,the elderly and other major groups of poor people of X City in Henan Province as the research objects to conduct survey,statistics over their health status.It is found that returned poverty caused by illness is the biggest obstacle of precise poverty alleviation.This paper has analyzed the issues existed in the health poverty alleviation work reflected by the health status of the key groups of people.On this basis,this paper has actively explored the countermeasures to improve the health poverty alleviation work in poor rural areas based on the roles of the government.It has put forward corresponding rationalization suggestions from the aspects of improving the comprehensive medical treatment guarantee system,strengthening the capacity of primary medical and health services,increasing health poverty alleviation policy and knowledge education,enhancing investment and supervision,and promoting the implementation of the combination of health care and maintenance.Efforts should be made to improve the health status of the poor areas,cut off the persistent problem of poverty caused by illness and returning to poverty due to illness,so as to make the poor people get out of the vicious circle of "disease-poverty" as soon as possible,and build a well-off society in poverty-stricken areas at the same time.Health poverty alleviation is of great significance to win the battle against poverty and build a well-off society in an all-round way.This study has focused on empirical analysis.It has used facts to speak and tried to excavate the problems existed in the process of health poverty alleviation,so as to give suggestions for improvement from the perspective of the government,which can also provide a theoretical and practical basis for smoothly promoting the project of health poverty alleviation and achieving precise poverty alleviation.
