With the convening of the nineteenth National Congress,China is stepping into the great health era.As the basis of human operation,health is paid more and more attention.The benefits of investment health will become more and more important.Many studies have shown that the effective investment of health human capital can vigorously promote the development of economy,reasonably distribute the medical and education investment,enhance the flexibility of the labor market,increase the health human capital stock itself and even the state,lay the foundation for implementation of healthy China strategy.To scientifically evaluate the level of healthy human capital is not only a standard to measure the comprehensive national strength and economic strength,but also provides a direction for strengthening and completing the social security system.This study focuses on the health human capital investment and output and health human capital interaction variables were summed up the literature.Combining with expert scoring method,the health human capital level evaluation index system is preliminarily worked out.And then determine the weights of health investment and health outcomes using AHP and expert scoring method.According to the established index system,based on statistical data,calculate the specific numerical level of Shanghai city health human capital using the perpetual inventory method and Cobb Douglas function method(investment,output,investment efficiency and output efficiency),provide experience for the evaluation of the level of health human capital in China.Due to the difficulty in data acquisition and calculation caliber inconsistent,In international comparison,select 9 indicators availablefrom the index system and select OECD of 10 members and the BRIC countries as the research objects.Based on factor analysis and K-means clustering method,rank the selected 14 countries and draw a clear conclusion that the present stage of our country health human capital at the world level.Further calculation of Moran’s I index shows that the level of health human capital has spatial correlation.The main conclusions of this article are: First of all,starting from the two aspects of health investment and health outcomes of constructing evaluation index system of health human capital level,include 8 indicators in the second level: health care investment,education investment,environmental protection,health awareness,economic benefits,social benefits,environmental benefits and population variation,include 28 indicators in the third level.Second,On the basis of index system,the health investment and health output were evaluated by expert scoring of analytic hierarchy process(AHP).The results show that the weight of health investment is greater than output,and the measurement results of health human capital level in Shanghai also show that health investment efficiency is greater than output efficiency.Shanghai city health human capital investment level and output level is not proportional to the relationship.Third,factor analysis and cluster analysis show that China’s health human capital level is ahead of the less developed countries such as India,but lags behind the developed countries,and is in the second level of the world.Fourth,Moran scatter diagram shows that health human capital level has a strong spatial correlation.The level of Europe and the United States is the highest in the world.Finally,learn from the successful experience,put forward developing the strategy of health human capital with Chinese characteristics.
