With the further deepening reform of the medical and health system,the state proposes to establish a modern system of hospital management,which clearly requires the improvement of human resources management system,financial assets management system and performance evaluation system.As the core component of hospital management system,As the core component of this kind of system,the performance evaluation system of physician has become more important in the aspect of standardization,refinement and scientificalization.The research significance of this paper is to return to the public welfare attributes of public hospitals based on the principle of "focusing on effectiveness and embodying public welfare",and to set up special performance incentives and construct a new performance evaluation system of physician,according to the national reform requirements and combining with the characteristics of the hospital,featuring with the principle of "Remuneration by post,workload,quality of service and performance".Based on the typical analysis of the current situation of the performance evaluation system of the S tertiary public hospitals in Tianjin and the impact of health reform policies,this paper introduces DRGs and RBRVS and other tools in accordance with the principles of public welfare orientation,scientific incentives and budget management.Using the Balanced Scorecard and key performance indicators,with weight value evaluation system which is set up with departments as units,this paper constructs the first-level indicator including quality,efficiency,efficiency and satisfaction and the second-level indicator including nosocomial infection incidence,outpatient drug proportion and other 37 items,which are carried out in the whole hospital and obtain the feedbackAt the end,this paper studies the effect of the implementation of the new performance evaluation system for doctors in hospitals.Through the comparison ofkey data before and after,this paper draws a conclusion that the system has obvious effects in highlighting the public welfare of the hospital,controlling the unreasonable growth of medical expenses,improving the quality and efficiency of the hospital,meanwhile it deeply analyses the shortcomings of the system,which further puts forward several aspects and overall direction for continuously improving of the future performance evaluation system.
