| ObjectiveThrough the survey of the units particpating in the standardized construction and the units not participating in the standardized construction in Henan Province,analyze and summarize the actual results of the construction,provide experience and reference for optimizing the standardized construction model,and at the same time analyze the fairness of human resources and business housing resources in health supervision in Henan Provide opinions and suggestions to improve the fairness of health supervision resource allocation in the province.MethodsThis study used literature research,policy analysis,on-site investigation and other methods to understand the standardization of health supervision institutions.A stratified sampling method was used to select 7 participating and 7 non-standardized construction units,and 293 health supervisors participating in the standardized construction were selected for questionnaire survey.Use descriptive statistical analysis to analyze changes in core resource allocation and business indicators of units that participate in standardized construction and those that do not.Use the Gini coefficient and Lorenz curve to analyze the fairness of the overall allocation of health supervision human resources and health supervision business housing resources in the province,and use the Theil index to carry out regional and intra-regional resource allocation differences and overall contribution rates in the province analysis.Results1.Resource allocation of health supervision institutions:As of the end of 2017,the average number of human resources for health supervision and health supervisors at the municpal level were 47.05 and 30.10,respectively,and 45.33 and 26.89 at the county level.Law enforcement equipment:On average,there are 3.8 law enforcement vehicles per institution,and 7.7 vehicles with more than 10,000 yuan.Institutions participating in the standardized construction have an average of 45.6 health supervisors and 6.3 law enforcement vehicles,while non-participating construction units have an average of 36.3 health supervisors and 5.6 law enforcement vehicles.2.Views of health supervisors participating in standardized construction:92.2%of the health supervisors believe that the degree of agreement between the standardized construction and the construction of the supervision system is very high or relatively high and 96.6%of the supervisors believe that the role of standardized construction in promoting standardized management at the basic level Large or relatively large,72.62%of the supervisors believe that local governments attach great importance or pay more attention to it.3.Changes in core indicators before and after construction:changes in resource allocation,after construction standardized construction unit health supervisors,business housing area,law enforcement vehicles and equipment with more than 10,000 yuan were increased by 7.4,1531.4 m2,1.3 vehicles and 11.0 units respectively before construction In the same period,units that did not participate in the standardized construction increased by 2.1,340.1 m2,0.3 vehicles and 3.4 units respectively.Changes in business indicators:After construction,the health supervision coverage rate,the number of actual supervision households,and the number of cases per capita of standardized construction units increased by 3.05%,794,and-0.49,respectively,while those that did not participate in standardized construction increased by 0.74%,78,and-1.67 pieces.4.Fairness analysis:the results of human resources analysis show that in 2017,the Gini coefficients of health supervision human resources in the province according to resident population and geographical area are 0.1666 and 0.3234 respectively,which are in a good state of fairness.The results of Theil index analysis show that according to the resident population,the contribution rate of Theil index within the region is 79.92%,and that between regions is 20.08%.In terms of geographical area,the contribution rate of Theil index within the region is 96.94%.The contribution rate of Theil index between regions is 3.06%.The analysis results of business housing resources show that in 2017,the Gini coefficients of health supervision business housing resources in the province according to resident population and geographical area are 0.1956 and 0.2799 respectively,and the overall fairness is good.The results of Theil index analysis show that according to the resident population,the contribution rate of Theil index within the region is 71.34%,and that between regions is 28.66%.In terms of geographical area allocation,the contribution rate of Theil index within the region is 89.73%.The contribution rate of Theil index between regions is 10.27%.Conclusions1.The standardized construction of grass-roots health supervision institutions in Henan Province has achieved obvious results,which has effectively improved the level of basic resources allocation of the institutions,and at the same time promoted the improvement of institutional business indicators.2.At present,the human resources of primary health supervision in Henan Province are in a state of overall faimess according to resident population and geographical area,but the regional differences are large,mainly manifested in the more economically developed areas,the higher the fairness of resource allocation.Business housing resources have similar characteristics. |
