In recent years, with the continuous improvement of basic public services in China, problems such as the difficulty and high cost of medical treatment for rural residents have been alleviated to a certain extent, but there are still many incidents such as poverty due to illness and returning to poverty due to illness. At the same time, the continuous development of the economy has brought about changes in the economic structure and the income structure of the residents. While the disposable income of the rural households has increased and the structure has been optimized, the consumption demand of the rural residents' medical services is also undergoing profound changes. However, how the family income structure of rural residents affects the health care consumption expenditure is an urgent problem to be studied, which is of great significance to the national public policy. Therefore, this paper puts forward the scientific question of how the scale and structure of rural household income affect the health care consumption expenditure. The research contents of this paper mainly include.(1)Research framework and theoretical reference. On the basis of clearly putting forward research questions, this article summarizes the research ideas, research methods, and logical framework of the article, explains the economic management theories involved, and clearly defines the terms involved in the research. Finally,a review of existing literature is provided to lay the theoretical basis for the study of this article.(2)Current status of rural household income and health care service development in China. The development history and current situation of China's rural economy, rural household income, and health care services are explained at a macro level, and their general characteristics and trends are analyzed, and their respective problems are pointed out to lay the foundation for theoretical analysis based on micro samples.(3)An empirical study on the impact of China's rural household income structure on health care consumption expenditure.Based on the micro-survey sample data,a visual analysis of the income scale and structure of rural households and the characteristics of their health care consumption expenditures was made, and a non-parametric kernel density method was used to determine the causal relationship between household income and health care consumption expenditures.Based on screening variables,an empirical regression model is set up to quantitatively analyze the impact of rural household income structure on health care consumption expenditure, and heterogeneity tests are performed from three aspects: gender, age, and region(east,middle,west).(4)Research conclusions and policy recommendations. On the basis of summarizing the results of empirical research, public policy recommendations for rural health care services are proposed. The main conclusions of this paper are as follows.(1)The development and changes of China's rural economy have brought about profound changes in the income structure of rural households and the consumption demand for healthcare services. The analysis based on macro data shows that the internal structure of the primary industry has also undergone major changes.Rural household income has increased year by year, but the income structure has changed significantly, accompanied by changes in health care consumption expenditure.(2)There is a non-linear relationship between the income scale of rural households and health care consumption expenditure. The regression results of the sample data based on the non-parametric kernel density method show that only when the income scale crosses a certain threshold, the healthcare consumption expenditure will increase with the increase of income. However, when the proportion of certain income in the total income crosses a certain threshold,it will reduce health care consumption expenditure.(3)The income of rural households has both a scale effect and a structure effect on health care consumption expenditure, but there are significant differences between groups. The benchmark regression results show that from the perspective of scale effect,in addition to property income, the scale of income from other sources has a “U”-type relationship with health care consumption expenditure. From the perspective of structural effects, only the proportion of wage income and transfer payment income has a significant impact on health care consumption expenditure, but the former is negative and the latter is positive. The heterogeneity test results show that there are significant differences in the influencing factors of health care consumption expenditure in different groups of samples. In general, healthcare consumption expenditures for men, younger(under 60 years of age),and eastern and western samples are affected by both the size and structure of income. The medical expenditures of the female and elderly(60 years old and above)samples are only related to income scale, while the middle sample is only related to income structure.Based on the above research conclusions, this article puts forward the following policy recommendations on preventing rural residents from returning to poverty due to illness and poverty due to illness. The first is to promote the integration of rural production, rural production, and production, and optimize the income structure of rural households. The second is to increase financial investment in rural medical services and reduce the medical burden on rural households. The third is to cultivate a contingent of rural medical service personnel and improve the quality of rural medical service development.
