The medical and health cause concerns thousands of households and is a major livelihood issue.The "Outline of" Healthy China 2030 "Plan" puts people’s health as the center,and puts forward the strategic theme of "co-building and sharing,and health for all",which raises "Healthy China" to an unprecedented new height.At the same time,with the improvement of living conditions and the increasing popularity of medical and health knowledge,people’s requirements for their own health are also constantly increasing,and the demand for medical services is increasingly strong.It can be seen from this,whether it is from the attention of the national level or the needs of the public level,to improve the level of medical services and meet the health needs of the people are urgently needed to be resolved.As one of the most common types of zoning adjustment reforms in recent years,the withdrawal of counties and districts has expanded the size of central cities,accelerated the process of urbanization,and contributed to the integrated development of urban areas,but its impact on public services is not yet clear.Based on this,this article takes the holistic governance theory as the research perspective,and attempts to analyze the impact of the withdrawal of counties and districts on the medical services of municipal jurisdictions through vertical comparison,horizontal comparison and satisfaction survey.The implementation of districts withdrawn from counties promotes the development of medical services in Keqiao District to a higher level in terms of increasing the scale of medical and health budget expenditures,increasing the total amount of health resources,and obtaining multi-angle improvements in people’s satisfaction.On this basis,further analysis of the overall governance performance of medical services brought about by the removal of counties and districts.Dismantling counties and setting up districts promotes the integrated development of urban areas,thereby providing a good environment for cooperation between different levels of government and different departments.At the same time,the reform process involves the transformation of government functions and helps accelerate the construction of a service-oriented government.In addition,the rational use of information technology provides technical support for the operation of holistic governance.At the same time,the author found through field surveys and questionnaires that there were practical difficulties in the “graded diagnosis and treatment” model in the background of the county-level districts,weak primary-level medical institutions ’service capabilities,blind medical treatment by the masses,and the comprehensive quality of medical personnel to be improved Difficulties in the construction of medical big data and other problems,the existence of these problems hinder the promotion of the overall governance of medical services,is not conducive to its positive role.Based on the guidance of the holistic governance theory,in order to better improve the medical service level of the municipal jurisdiction,we can start from the following aspects: First,promote the integration of medical service supply level,promote the integration of urban supply level,urban-rural governance level integration,coordination,integration And guide the orderly entry of market forces and resources;the second is to establish the concept of overall governance of public service supply,clarify the scope of functions,and promote the transformation of functions.At the same time,improve the public demand-oriented expression mechanism and pay attention to the medical needs of vulnerable groups.Third,we must actively use the big data effect to improve the level of medical information management.Learn from the effective experience at home and abroad,improve the construction of regional health information platform,coordinate the promotion of hierarchical diagnosis and treatment system and health information sharing.Combining current issues of people’s livelihood and health policies,this article attempts to combine the theory of holistic governance,taking the "withdrawing counties from districts" of Keqiao District,Shaoxing City as an example,to explore the impact of this policy on the medical service level of the municipal districts and to find out its shortcomings And tried to put forward corresponding policy suggestions.It has certain practical significance for studying the relationship between county-level district reform and public service and promoting the overall management of medical and health care.
