| CET-4 and CET-6 policy has been implemented for more than 30 years since 1980 s,in order to meet the needs of the society for the training of talents,different reforms have been experienced at different stages and played an important role in different stages.But as it enters the twenty-first Century,English education is confronted with the accelerated pace of National English Popularization and the technological innovation of globalization,China’s English test policy is also facing a practical transformation.This paper places CET-4 and CET-6 policy under the framework of multi-stream theory to sort out the policy changes of CET-4 and CET-6,and uses multi-stream theory to analyze the difficulties encountered in the course of the policy changes of CET-4 and CET-6,and analyzes the measures and means adopted in the process of the English test policy reform.Based on the theoretical framework of the multi-source stream to propose for the reform of CET-4 and CET-6,and provides a new theoretical basis for the Chinese English test policy.First,the paper makes a detailed review of the development of CET-4 and CET-6,combs and introduces the examination policy of each stage,presents the status of the CET-4 and CET-6 at various stages,analyzes the reasons for the reform of CET-4 and CET-6,and emphasizes that the transformation is the inherent direction of the development of education and the requirement of the external environment for its development.Secondly,the thesis takes the multi-stream theory as the theoretical framework,analyzes the factors that restrict the transformation of the CET-4 and CET-6 policy from the origin of the problem,the origin of policy and the origin of political.Discusses the reasons,methods and effects of policy changes in the CET-4 and CET-6.Finally,Starts from the overall situation,some suggestions are put forward on the basis of the multi-stream framework,to help the reform of CET-4 and CET-6 policy.Starting from finding the source of problems,enriching the source of policies,creating the suitable political source and opening the window of policy for the sustainable development of CET-4 and CET-6 to further deepen the CET-4 and CET-6 policy and make sure CET-4 and CET-6 will continue to develop healthfully in the future. |
