A Study On The Strategies For The Enhancement Of The Public Cultural Service Capacity Of Township Government

Modern public cultural service system is an important part of cultural and the construction of public cultural service in China has made great progress,until 2018,Our country has basically realized the coverage of the six-level public cultural service network in urban and rural areas.However,as the key and weak link of the public cultural service in our country,accelerate the construction of modern public cultural service system and promote the efficiency of public cultural service of township government.It is also the key to speed up the construction of service-oriented government and promote government governance.The inherent requirement of the modernization of reasoning ability.Based on the literature study and the investigation and research on the cultural service ability of the government of Shitan Town in Xiangtan County,this paper analyzes the problems and causes of the cultural service construction of the township government in our country at present,and puts forward some corresponding suggestions.First of all,there are a lot of research results on the concept,characteristics,system construction and effectiveness evaluation of cultural service capacity at home and abroad.Then it expounds the general theory of improving the public cultural service ability of township government.The cultural service ability of township government includes cultural fund guarantee,cultural resource supply,human resource allocation and service efficiency evaluation.the new public management theory,the new public service theory and the good governance theory are basic theory of composition,and analyzes the practical value of improving the public cultural service ability of the township government.Then taking the construction of the government’s cultural service capacity in Shitan Town as an example,This paper expounds the present situation of public cultural service construction in Shitan Town,puts forward some problems and analyzes the related reasons.the aging of the hardware of cultural infrastructure,and the slow development of the cultural personnel.The benefit of cultural service evaluation is low;Furthermore,it is concluded that there are insufficient public financial investment in cultural services,aging hardware of cultural infrastructure,slow development of cultural personnel and evaluation of cultural services in the construction of cultural service capacity of township government in China at present.Low efficiency and other problems;Finally,it summarizes the experience and enlightenment of the public cultural service capacity construction of the grass-roots governments in the United States,Britain and Japan,and puts forward that we should adjust the investment structure,increase investment,perfect the facility management mechanism,attach importance to the construction of the team,and perfect the evaluation system.Build service platform and other aspects to continue to improve the township government cultural service capacity.
