Research On The Public Cultural Service Construction Of Township Government In Hanshou County From The Perspective Of Rural Revitalization

As a national soft power,culture plays a great role in both national development and national rejuvenation.General Secretary Xi Jinping emphasized in the report of the 20 th Party Congress: "Comprehensively promote the revitalization of the countryside.Adhere to the priority development of agriculture and rural areas,adhere to the integrated development of urban and rural areas,and smooth the flow of urban and rural elements.Solidly promote the revitalization of rural industries,talents,culture,ecology,and organization." At present,most cities in China pay more attention to the cultural and spiritual life of the public,but there are still some rural areas with slow development of public cultural services,imperfect public cultural infrastructure,shortage of public services,and insufficient protection of the basic cultural rights and interests of the masses.This not only affects the construction and development of public cultural services in rural areas of China,but also brings great obstacles to the coordination of cultural construction and development in China.Based on these problems,this paper takes Hanshou County as the research object,conducts an in-depth analysis and research on the construction of public cultural services in township governments,combines the research results of other scholars in this field and my work experience in townships,and proposes countermeasures to further improve the construction of public cultural services in Hanshou County.This paper analyzes service-oriented government theory,service-oriented government theory and new public service theory,and adopts literature analysis method,questionnaire research method and interview research method to investigate and study the construction of public cultural services in Hanshou County.First,by investigating the current situation of public cultural service construction in Hanshou County,the problems of local public cultural service construction in Hanshou County are sorted out,and the causes are analyzed in depth according to the specific local situation;then,by summarizing the advanced experiences of domestic and foreign demonstration areas,the development countermeasures of public cultural service construction suitable for Hanshou County are proposed;finally,by combining the problems and causes of public cultural service construction of township governments in Hanshou County,the development countermeasures of public cultural service construction suitable for Hanshou County are proposed.Finally,taking into account the problems and causes of public cultural service construction in Hanshou County township governments,and drawing on the advanced experiences of developed regions,countermeasures and suggestions are proposed to improve the construction of public cultural services in Hanshou County township governments,mainly including: strengthening the construction of public cultural institution system,optimizing the investment environment of public cultural supply,promoting the construction of rural public cultural talents,perfecting the public cultural management mechanism,and improving the working methods of public cultural services.
