A Study Of Shaanxi Provincial Politics In The Period Of Nanjing National Government(1927-1937)

Shaanxi is an important birthplace of the Chinese nation.Zhou,Qin,Han and Tang Dynasties all established their capitals in Shaanxi.In the history of China,there was a kind of "special relationship".Since modern times,Western capitalist countries have come from the sea,and the coastal provinces along the river in the southeast have become the "center point" of Chinese political culture.In the hinterland of Shaanxi,"Shaanxi seems to be nothing important.".However,Shaanxi is the gateway to the northwest.It has Kuomintang forces,Shaanxi local power groups and the Communist Party of China.On the eve of the National Revolution,there are remnants of the Northern Warlords.The internal forces are complex,but different from the provinces completely controlled by the central government of the Kuomintang.Its status was valued by the central governments of all dynasties,including the Nanjing National Government,and coveted by the warlords of all factions in the Republic of China.From 1927 to 1937,the politics of Shaanxi Province experienced dramatic changes,showing phased characteristics,which can be roughly divided into three periods: the transitional period controlled by Fengyuxiang faction of the National Army,the stable period controlled by Yang Hucheng of the local strength group of Shaanxi Province,and the Readjustment period controlled by Sun weiru after Xi’an Incident.The first chapter is a general discussion of the provincial system reform in the period of Nanjing National Government,the political situation change and the provincial system reform in Shaanxi Province.Compared with the provincial system reform schedule planned by Nanjing National Central Government,the provincial system process in Shaanxi province lags behind.The reason is that Shaanxi Province lies between the core area and the marginal area controlled by the Kuomintang Central Government.The second chapter analyzes the evolution of Shaanxi provincial politics.After ten years of development,Shaanxi provincial politics has formed a horizontal and vertical organization covering the whole province.The third chapter is divided into three periods: the period of transitional,stable and readjustment.The fourth chapter discusses the status of Shaanxi provincial politics.Sun Yat-sen,Chiang Kaishek,Feng Yuxiang and other figures who can influence the national political situation,Yang Hucheng,shaolizi,sun weiru and other figures in power in Shaanxi have all expressed their views and opinions on Shaanxi provincial politics.In addition,the development of the situation at home and abroad has also attracted the attention of Nanjing National Government and people from all walks of life in Shaanxi Province.In a word,the provincial government of Shaanxi during the period of Nanjing national government is extremely important.When the provincial politics problem of Shaanxi Province developed to 1937,it even caused the development of Xi’an Incident that affected the world pattern,which shows its particularity and key.I hope that by combing the Shaanxi provincial politics of Nanjing National Government from 1927 to 1937,I can describe the development of Shaanxi provincial politics in this decade,in order to basically reveal the deep logic between the Provincial Design "de jure" and the Shaanxi Provincial Political Practice "de facto",and provide a mirror for the modernization of China’s national governance system and governance capacity.
