| The negotiation of deposit between Hunan province and Taiping Company originated in the dispute over the military purchase contract between Hunan province and Japan in the early period of the Republic of China,it involved Zhang Jingyao,Beijing government,Hunan provincial government,China foreign relief commission,Japanese business Taiping Company,Japanese government and Japanese army,etc.In the Seventh Years of the Republic of China(1918),it’s also the Seventh Years of Japan’s Taisho,Zhang Jingyao,the top military officer of Hunan province,bought a batch of munitions from Tianjin Okura Foreign Company,the agent of Japanese arms dealer Taiping Company.After Zhang Jingyao paid the the money for the arms prescribed sum of more than five hundred and thirty thousand yuan,the Japanese merchant was slow to hand over his ordnance,then China and Japan on the issue of the return of the advance money on arms already purchased,launched a negotiation.The highest military officer in Hunan province—Zhang Jingyao initially demanded "cancellation refund" from the Japanese side.After being removed from office,Zhang Jingyao asked the Japanese side to "comply with the agreement" and he entrusted Beijing government ruled by Duan Wan to negotiate;however,the Japanese side had taken "waiting for China’s peaceful reunification" as the reason,rejected the request of Zhang Jingyao and Beijing government.After the outbreak of "Xin You Drought and Famine" in Hunan province,China foreign relief commission decided to use Taiping Company’s military deposit as relief money,and asked the Beijing government,which is directly in power,to help it negotiate with Japanese side;the Japanese businessmen said that "this is an act of the government and businesses cannot intervene",refused to return the deposit,and the Japanese government rejected China’s request on the grounds that "the money for equipment and the money for disaster relief are independent and cannot be confused".Zhang Jingyao asked for weapons or money,Hunan province and Hunan Huayang Association asked for money,the northern government wanted to detain weapons for its own,there were many negotiation subjects,and there was a big gap between negotiation objectives;The Japanese side is limited by and in accordance with the stipulation that the legation is not allowed to sell arms to China.Under the pretext that Zhang Jingyao,the northern government and its two departments outside the land,the Hunan provincial government,the Japanese government and its two departments outside the land are required to agree on the negotiation of arms money,the Japanese side neither pays arms nor repays them.The negotiation ends without success.The negotiation and the result of arms payment in Taiping Company,Hunan province and Japan,reflected the delicate and complicated relations between the central government and the local government,China and Japan,and between the Japanese government and the Ministry of military affairs in the early Republic of China.Theindecision of the negotiation of equipment and money reflects that China’s internal affairs are not unified and its national strength is weak,China was forced to "compromise" with Japan and had no choice.While Japan ostensibly claims the diplomatic policies of "goodwill to China" and "non-interference",however,Japan’s act of juggling with neither money nor arms exposes the essence of Japan’s aggression.In the process of negotiation,Hunan province,which knows that its strength is not enough,asked the Beijing government to negotiate on its behalf.The changeable attitude and behavior of Beijing government also reflected the relationship between Hunan province and Beijing in different periods.For the purpose of resisting the north from the south,Hunan province carried out autonomy with the intention of independence,which was contrary to the distant plan of Beijing government under the influence of the trend of autonomy.The relationship between the central government and the local government was very delicate.Whether or not to hand over weapons to China will fully show the "dual diplomacy" caused by different diplomatic thoughts between the Japanese government and the army. |
