| China’s cultural industry has unique and rich advantages in cultural resources and influential industrial brand advantages.It has maintained a good momentum of rapid development and is gradually growing into a new industry and pillar industry in the process of China’s national economic development.However,the low efficiency of cultural resources use,lack of innovation,lack of supply of cultural boutiques and other issues can not effectively meet the complex and diversified needs of the consumer market,but also affect the prosperity and development of the cultural industry.In November 2015,the central economic working conference proposed that "while moderately expanding aggregate demand,we should focus on strengthening supply side structural reform,improving the quality and efficiency of the supply system,and enhancing the driving force of sustained economic growth".This provides the development direction and power for the cultural industry to optimize resource allocation,innovate product production ideas,create new consumption growth points,stimulate industrial vitality,adjust industrial structure,and promote industrial transformation and upgrading.How to develop the cultural industry through the supply side reform and enhance the competitiveness of China’s cultural industry is a very practical issue.This article combs the relevant theories of supply-side reform,andcombines the Porter diamond model theory and the characteristics of the cultural industry to propose a diamond theoretical model of cultural industry competitiveness,and then analyzes the promotion effect of supply-side reform on the competitiveness of cultural industry from four aspects: element investment reform,cultural innovation,industrial structure optimization and system reform.Through the quantitative comparative analysis of the current situation of the competitiveness of China’s cultural industry under the supply side reform,it is found that there are many problems in the process of the supply side reform of cultural industry: the lag of talent training mechanism;the lack of institutional guarantee and risk prevention of financing;the lack of intensive interaction and integration of industries;the low degree of integration of cultural innovation and science and technology;and the lag of cultural operation mechanism.Based on this,the paper selects the data of 31 provinces and cities in China from 2013 to 2017 as samples,determines the cultural industry competitiveness evaluation system composed of 24 sub indicators,and measures the scores and rankings of the regional cultural industry competitiveness through factor analysis.Then from the main content of the supply side reform,the paper selects the five key factors of the reform changes of the number of cultural industry practitioners,cultural industry fixed assets investment,cultural industry resources,cultural science and technology innovation ability,andcultural financial investment,and uses the multiple regression method to analyze the impact of the supply side reform on the competitiveness of cultural industry.The results show that the impact of the increase and adjustment of the number of employees in the cultural industry on the competitiveness of the cultural industry has continued to increase.The reform and improvement of the cultural industry resources and the technological innovation capability of the cultural industry have a gentle positive impact on the competitiveness of the cultural industry,while the cultural industry Changes in fixed asset investment and cultural industry financial input have not shown a significant impact on the competitiveness of the cultural industry.Based on the problems and empirical analysis conclusions on the supply side of the cultural industry,the strategic layout of the initiative to dock the supply-side reform is proposed from the aspects of reform and innovation in the human resources,investment and financing channels of the cultural industry,industrial integration,technological innovation,and system reform.Policy recommendations for supply-side reform to enhance the competitiveness of China’s cultural industry. |
