Research On Policy Tools And Policy System Of Cultural And Creative Industries In Gongshu District

In recent years,cultural and creative industry,as a new form of industrial economy,have risen rapidly in the world,bringing huge social and economic benefits.They are known as the "gold industry" in the 21 st century,the policy of cultural and creative industry plays an important role in the development of industries.However,China’s cultural and creative industry is still in the stage of development,and the industrial policy is not mature enough.Therefore,there is a large space for the research on policy tools and policy system of cultural and creative industry.Gongshu district is one of the birthplaces of cultural and creative industries in hangzhou and even zhejiang province.In recent years,gongshu district has actively developed the cultural and creative industry,and issued a series of policies to support the development of the industry.But overall,the policy has not yet formed a system,the effectiveness is not obvious.Therefore,from the perspective of public policy,this paper studies how to build policy tools and policy systems suitable for the cultural and creative industry in gongshu district.This paper expounds the related concepts of cultural and creative industries,the policies,policy tools and policy systems of cultural and creative industries,and the theoretical basis for policy support of cultural and creative industries.It summarizes the policy support and advanced experience of other urban areas,Xihu District and Binjiang District,and comprehensively combs the culture of Gongshu District.The development course and basic content of the creative industry are summarized,and the relevant policy texts collected from 2008 to 2019 are sorted out.Based on the theory of policy tools,industrial policy system and market failure,the analytical framework of policy tools and policy system is established,and the cultural and creative industry policy of Gongshu District is carried out.Quantitative coding analysis,based on the analysis results,puts forward the basic objectives,overall ideas,specific work related recommendations for optimizing the policy support system of cultural and creative industries in Gongshu District,which has important practical guiding significance.
