| As a new economic format integrating economic benefits,social benefits,and cultural benefits,the cultural tourism industry has gradually become an important economic hot spot for national and local construction in recent years,and has become an important breakthrough in enhancing the core competitiveness of a country and a region.The in-depth advancement of the supply-side reform has once again given the cultural tourism industry focusing on service consumption and cultural supply new strategic values and heights.The "golden age" of the cultural tourism industry has come quietly.Leisure tourism has become the future development trend of the cultural tourism industry.In this process,the support and promotion of the local government’s cultural tourism industry policy are inseparable.As an effective way to reflect the government’s value and strategic direction,policy tools are the weather vane and precept for the government to promote the development of the cultural tourism industry.It is also an effective way to promote the prosperity and development of the industry.Significance.The development of the industry is a process of continuous progress and change.At different stages,the government should scientifically and appropriately play the functions of the government and the role of the government.It can be adjusted in time with the stage of industrial development and the development of the social economy.With the deepening of development,in the actual development process,the local cultural tourism industry policy still has a large gap compared with China’s developed provinces and cities,and the "marginal cost" of government resource input continues to increase,while the "marginal benefit" The continuous diminution reveals the reality that the current local industrial policy measures do not match the growing demand of the market.Guizhou has rich cultural tourism resource endowment and profound industrial development prospects.However,due to the constraints of history,location,nature and other factors,regional inconsistency,weak foundation,and backward poverty have always been typical labels of this land.This study uses Guizhou Province as a sample,based on Roseville and Zegfeld’s classification of policy tools,and combined with the theory of industrial value chain to build a two-dimensional analysis framework of cultural tourism industrial policy.According to the current development situation and development trend of the cultural tourism industry,the policy tool theory,industrial value chain theory and government role theory are comprehensively used to obtain 38 relevant policies from 2009 to 2018.The content analysis method is the basic characteristics of the policy text.(Announcement year,promulgation department)Analysis;second,research on the internal content characteristics of the policy text(from the perspective of policy tools),analyze the current focus of policy tools in the development of cultural tourism industry in Guizhou Province,try to find and summarize the rules And characteristics,discuss the coordination of current policy tools,explore the gap between policy tools and industrial market demand,discuss the deficiencies and their causes,and then propose optimization suggestions.This research follows the basic process of content analysis and strictly follows the steps of sample selection,definition of analysis framework and analysis unit,policy text coding,result statistics,and result analysis.The study found that the cultural tourism industry policy of Guizhou Province has the following characteristics in terms of text characteristics and text content:(1)the coordination among policy-making departments needs to be improved;(2)there is a structural imbalance in the choice of policy tools;(3)policy secondary The use of tools is unbalanced;(4)the role of policy tools in the industrial value chain needs to be optimized;(5)the application of policy tools is not operable.Based on the above analysis results,the policy tool selection theory is used to explore the causes behind the policy tool selection problem,and optimization suggestions are proposed:first,to improve the coordination and cooperation mechanism of policy participating departments;second,to rationally optimize the structure and coordination of policy tools;The role of the tool;the fourth is to improve the systemic nature of the cultural tourism industry policy;the fifth is to clarify the role boundaries of the government and the market and reduce the inertia of policy application. |
