A Probe Into The System Of Governor In Local Tibetan Region Of Phag Gru

The local official system of Phag gru was relatively complete and the administrative structure was comparatively resonable which had a deep influence afterwards in the late administration of Phag gru.Therefore,this paper first conducted a textual research and carding on the fact of administrative officials in the political period of Phag gru,then developed an analysis and explaination of the system of administrative officials.At last,this paper gave an elaborate explanation and introduction of the transformation of administrative organizations,and finally conducted a probe into some viewpoints on the administrative system.The new viewpoints of this paper are as follows 1.The number of phak mu kru ba[(?)]officials and local administrative units are sorted out,the administrative organization is structured and the hierarchical structure chart is drawn.2.The administrative structure of phak mu kru ba[(?)]period was mainly flat organizatior;the administrative head of phak kru ba[(?)]was sde srid[(?)],and the main subjects of sde srid[(?)]were composed of patriarchal clan and ten thousand heads of households.They were also local administrative heads,but there were no other administrative organizations under the patriarchal clan.It can be seen that phak kru sde stid[(?)]administrative organization was mainly flat organization,This is also the reason for the unprecedented development of Tibetan culture and economy in the period of phak kru sde srid.3.The administrative organization of phak kru sde srid[(?)]period is the epitome of Tibetan bureaucrat history:in the official posts of phak kru ba[(?)],there are not only the marks of bdo btsan po and Sa kja,but also the make first appearance of the official system in the period of gandanpochang,as well as the unique officials of phak kru sde srid[(?)].4.The administrative organization system of phak kru sde period is composed of three different power resources:the official with money as symbol,the economlc resource with manor as system form as main body,the title with descendants of btsan po[(?)]as symbol,the official with social regulations as system form as main boty,the academic titles with Pan t(?)hen[(?)]and Pan t(?)hu(?)[(?)]as symbol,and the Tibetan degree as system form Type of cultural resources based official.5,The administrative organization of phak kru sde srid[(?)]period was transformed by two rounds:first,all the children of Lang family studied in rtses tha(?)[(?)]temple,among which the outstanding apprentices became the abbot of rtses tha(?)[(?)]temple,which was also the next sde srid[(?)],which was the way of official transformation within Lang family.On the other and After the noble’s children completed their basic education,the family sent their son to "na(?)t(?)[(?)█]of sni khdo(?)]and kho(?)dkar[(?)]" to register as "Apprentice of housekeeper" After this kind of "apprentices"are organized and trained,the outstanding apprentices are recommended to sde srid[(?)].When sde srid(?)subordinates are also the heads of the next local administrative units,the "meantally retarded apprentices" stay to be the cleaners of "sni khdo█ pho bra(?)]",which is the transformation of othef officials.6.The administrative oj rganization of Phak kru(?)is mainly composed of judges,officers,bla dponk[(?)],subordinates and local officials:people need laws to protect their lives and property,so judges are set up;officers are needed to prevent foreign invasion and maiutain social public order,so judges are officers;management system is needed to effectively rule local government,so local officials are set up;the administrative organization in the period of phak kru sde srid[(?)]not only conforms to the purpose of the establishmeot of political society,but also conforms to the strong administrative means of the ruling people for their own rule.In view of this,the administriffive organization in phak kru sde stid[(?)]was one of the excellent administrative organizations at that time.
