Study On Grid Management And Service-oriented Grassroots Government Construction

After four decades since the adoption of reform and opening up,China has achieved tremendous developments in social and economic sectors,which has brought about growing demands for physical resources and intellectual cultures.Against the backdrop,conventional management methodology does not meet the needs for contemporary social development any longer.Given the current situation,Chinese government shall upgrade its administration methodology from a government-dominated regime to a people-friendly one so as to enhance the government's service consciousness and capability and further promote the continuous improvement of its governance and its administration system modernization.Therefore it is of great importance for grassroots governments to adopt creative methods of serving the people,who deal with the general public most directly and frequently.Grid management,regarded by grassroots governments as one of the most effective ways to strengthen management and service,is of considerable effects in promoting a better service-oriented government.Based on the lessons learnt from grid management regime implemented in Nanchang County,this dissertation summarizes the innovative practices in this regard,looks into the problems confronting the current gird management system,and recommends well-conceived roadmaps to improve the situation from the perspective of a service-oriented government.This thesis consists of six chapters as below:Chapter I: IntroductionIt centers on the background,purpose and meaning of researches in grid management driven by the aspiration to build a service government;what is more,related studies from China and aboard are briefly introduced,together with the research strategy and approach for this thesis.Chapter II: Essential concept and basic theoryIt focuses on the basic theory and essential concepts of the government's grid administration.It gives expression to the point that gird management functions as an important means to provide services to the general masses by analyzing the innate connections between grid management and grassroots service government construction.Chapter ? analyzes the current situation of Nanchang County government's grid management.Chapter IV analyzes the deficiencies in grassroots government grid work.Chapter V:this chapter mainly introduces the practice content and experience of several typical grid models in China.Chapter ?: Exploration to perfect grid management regime and grassroots government service capabilityIt explores ways to perfect grid management regime in light of regime improvement,personnel qualities and resource integration and so on,in order to improve basic-level governments' capability of serving.
