China established the nation-wild subsistence allowances system for the urbanpoor in1997, which is hysteretic to a certain extent by far. The study takes northeastChinese C city as a case to investigate and analyze the inadequate part of the policy andthe actual demand of the urban poor, in order to proposal to make the subsistenceallowances system more flexible and efficient.Literature search and case study are the primary method. A great deal of socialpolicy files, the books and papers of social policy, poverty, social helping and socialsecurity have been studied in the literature search process. Twenty urban poor in fourcommunities of C city have been interviewed in group interview and case study.The urban poor of C city can live at the subsistence level by the financial subsidybut can not live with dignity; they are inconvenient in finding jobs, or unwilling to get ajob; the sick poor can only afford the cheapest medicine and their living would land inthe predicament when falling in serious disease or needing to be hospitalized and beoperated; the educational outlay is one of the most severe trouble that the urban poormight face.The study suggests that the system should cover the urban poor and citizen on therims as many as possible and provide the salvations according to the multifariousrequirements and the actual needs of the urban poor; improve the supporting measuresin welfare, housing, medical treatment, education and job obtain. |
