The Research Of The Operation Mechanism Of Local Government's Campaign-style Supervision

Campaign-style governance is a common mode of local government governance.This article intends to analyze campaign-style governance and takes the campaign-style governance under the supervision mechanism as a research direction,try to discuss the operational mechanism of campaign-style supervision,and analyzes the advantages and disadvantages of it.This points out the development direction of the campaign-style supervision.First of all,this article defines the concept of the campaign-style supervision through the literature analysis method,than summarizes the reasons for the formation of the campaign-style supervision from both the objective and subjective perspectives.Based on the formation reasons and theoretical analysis,a general analysis framework is constructed for the operational logic of campaign-style supervision: based on the bureaucratic system and principal-agent theory,policy pressures and target attributes are introduced to explain the causes of campaign-style supervision,using the Extended Soft Budget Constraint Theory to analyze the campaign process,based on literature analysis combined with empirical case summary to summarize the general consequences of campaign-style supervision,based on literature analysis combined with empirical case summary to summarize the general consequences of campaign-style supervision,construct an analytical framework that analyzes the operational mechanism of exercise supervision through the logical sequence of causes,processes,and results.The feasibility of the analytical framework is demonstrated by empirical cases.Case selection is Gansu Province's project special events during "12th Five-Year Plan" period,analyze the incidents according to the analysis framework,identify stakeholders as constraints and supports in the budget soft constraints process,summarize the roles and operating processes of constraints and support in the governance process Through in-depth interviews and empirical data analysis,and summarize the achievements and deficiencies achieved by local governments through the process of campaign-style governance through a qualitative and quantitative approach.Thus we can positively admits the effectiveness of exercise supervision,but also because of its inadequacies,so the governance model of campaign-style supervision will surely change in a better direction.On the basis of theoretical analysis and case analysis,this article summarizes the current status of campaign-style supervision;by this I concludes that the development direction of campaign-style supervision should excavate the advantages of the governance model and develop it into conventional governance.Through the method of policy analysis,the analysis of the three directions in the progress of social capital,administrative system,and legal system,points out the feasibility of the development of campaign-style governance to conventional governance and according to this,article last lists the specific path of transition from campaign-style supervision to conventional governance.
