Study On The Operating Status And Countermeasures Of Urban Substance Security System In Heibei Province

Substance security system is the last line of "social safety net",which takes people living under the minimum standard of living as subjects of salvage for providing substance that meet the minimum living needs by state sand government.The system not only occupies an important position in the social assistance system,but also is an important part of the whole social security system.People who have non-agricultural accounts and live under the minimum standard are rescue objects in urban substance system.Compared with other coastal provinces in the east,Hebei province has a relatively large urban population who are very poor,so that there is a heavy workload in urban substance security system.On the basis of field investigation and literature review,this paper analyzes the substance security system in Hebei province and related contents from five aspects.First of all,it defines the substance security system,related concepts and theoretical basis,including poverty,substance security system and other concepts.Meanwhile,the theory such as the theory of social equity,poverty circulation and so on are explained.Secondly,it reviews the development course of the urban substance security guarantee system in Hebei province,and learns about the system in Hebei province from the aspects of salvage objects,scope,etc.In the part of system operating status,it analyses the achievements of substance system in recent years at the macro level,such as salvage object become more definite,rescue level are increased,capital investment are expanded and management process become regulated,etc.At the micro level,the data from field investigation are applied to evaluate the system from four aspects,including life improvement,process management objects logout.Meanwhile,the fuzzy comprehensive evaluation method is applied to analyze the satisfaction of subsistence security system in Hebei province.Then,combing with the results of survey,the current problems of the system are found.Finally,according to the problems,the corresponding countermeasures and suggestions are put forward,such as improving the targeting mechanism of the object and focusing on the marginal group;Increasing capital input and raising the level of assistance;Simplifying application procedures and improving management methods;improving the exit mechanism and providing supporting measures to promote the further development of the urban substance security system in Hebei province.
