Challenges And Countermeasures Of Smart Government Construction Under The Background Of New Times In China

After 40 years of unremitting efforts in reform and opening up,socialism with Chinese characteristics has entered new times.This is a new historical direction for development and a scientific judgment on the state of development in China.The development goals of building scientific power,network power,digital China,and smart society have also been put forward.As far as the construction of government is concerned,the construction of smart government has attracted attention,but both the theoretical research and the exploration in practice have different degrees of limitations.With the gradual increase in the degree of informatization,the potential application of technology is inconsistent with the government system,and the co ntradiction between the relatively backward government's service provision and the continuous improvement of the public service needs is gradually exposed.How to use technological innovation to advance the innovation of government administrative departments,actively study smart technologies,analyze the interaction between them and government management,and promote the construction of smart government is a new topic that needs urgent solution.This article comprehensively uses literature analysis method,normative research method,and system analysis method,and firstly cuts in from the theoretical concept,and interprets the core concepts of the new times,smart government,and big data.Second,it focuses on practice and describes the present situation of the construction of smart government in China.We will carry out practical explorations of smart government in the four dimensions of decision-making,service,supervision,and office of the smart government;once again,we will address challenges in the new times,such as the challenges of how to strengthen top-level design,break down barriers between departments,meet the needs of a better life,realize information technology innovation and ensure network security.Finally,based on the relevant theories of smart government,taking the actual political and economic environment of China as an external condition,highlighting the characteristics of the New Times and exploring the strategic choices for further promoting the construction of smart government in China,including strengthening the overall development planning layout and system construction;promoting government department reform,ensuring network processes;improving the smart government system platform,encouraging the active participation of all people;promoting independent innovation of network core technology,all aspects should work together to maintain the security of the network.The research shows that our country has initially had the internal and external environment for the construction of smart government,and achieved some achievements in the attempt,but the theoretical foundation is still not strong enough.We expect this study to provide some help for the construction of the smart government.
