Research On The Supervision Of Online Car-hailing In The Vision Of Collaborative Governance

Under the"Internet~+",based on the rapid sharing information,transportation industry of sharing economy is inevitable,and online car-hailing becomes the typical representative.The online car-hailing has become a key way to travel for consumer in China because it meets the requirements of market.The advent of the online car-hailing has some positive significances:improving the service quality of the whole taxi industry under competition;creating more jobs for the common people;alleviating traffic congestion in some extent.However,as a new thing,there are also negative problems in online car-hailing:the startling impact of the online car-hailing on traditional taxis which can bring hidden danger to the society;the great difficulty in supervising the platform enterprises and drivers for government.In the end,consumer rights and interests are not maintained well.On December 23,2016,the executive meeting of Shenzhen government gave out the executive order"the interim administrative measures in online car-hailing business service of Shenzhen".But,under the new situation of diverse operators and Internet,there are a lot of problems in supervising online car-hailing.Nowadays,the traditional management system and mode of thinking cannot meet the needs of modern traffic control,especially in advent of online car-hailing.It is urgent to explore the new ways to solve the problems.With the above situation,the cooperative governance can be introduced into the management of online car-hailing,which can enrich the supervision ways in online car-hailing.In public management,collaborative governance is based on cooperation of government,social organizations and citizens.The mutual consultation,supervision each other and common management can bring some advantages for the healthy and vigorous development of society.Herein,we introduce the method of collaborative management into the research of online car-hailing of Shenzhen city,rethink the background of interim measures which has been introduced.In the method of contacting theory and practice,analyzing theories,studying the papers,analyzing cases,combining related data with working practice,insisting people-oriented,encouraging innovation and standardizing the management principles,we renewedly focus on the basic characters,such as government,non-governmental organization,company and redefine their roles.This paper mainly analyzes from the collaborative governance of online ride-hailing which including analysis of relevant laws and regulations and theoretical guidance?the internal logic of collaborative governance and the mode of collaborative transformation of public transport service.What's more,it is a necessary to analyze the supervision of online car-hailing?the direction of urban governance concept and the hard conditions of collaborative governance in Shenzhen city.Combined with the questionnaire on collaborative governance and the results of data analysis,we hope to provide some concrete approaches in supervising ride-hailing services for improving and deepening the methods of collaborative management,and provide a useful reference for the management of other affairs.
