fundamental interests of the broad masses of people.As an old industrial base in the Northeast,modern agriculture is developing rapidly and industrial development is relatively backward,which makes it difficult for cities to fully absorb the surplus labor generated in rural areas and provide adequate social security to groups of migrant workers.A large number of migrant workers continue to flow from the province to the East and other more developed regions across regions.At the same time,the aging trend in Heilongjiang Province has intensified,and due to the high proportion of retirees from enterprises,the vast majority of elderly people over the age of 60 can enjoy old-age security treatment for urban workers.The pressure on the Social Security Fund to pay has continued to expand,but the number of people who pay has continued to shrink,and the problem of funding is highlighted.Therefore,it is typical and urgent to study the social security of migrant workers in HEILONGJIANG province,and it is of great significance and practical significance to protect the basic rights and interests of migrant workers in HEILONGJIANG province,keep the social security fund running smoothly,and further improve the framework of China's social security system.This article takes migrant workers as the research object,takes social security as the research content,takes Heilongjiang Province as the research area,and draws on relevant theories such as "dual economic structure theory","new migration economics theory" and "welfare economy theory".The research methods of literature analysis and comparative analysis are used to conduct in-depth research.By means of stratified and multi-stage sample surveys,the paper objectively describes the individual characteristics of migrant workers in Heilongjiang Province,the structure of social security participation and the current situation of demand,and examines the existing situation of migrant workers with weak social security and low insurance coverage.Some enterprises evade the obligation to pay social insurance for migrant workers,the transfer of social security system for migrant workers is not smooth,the social insurance fund in the province is not able to make ends meet,and scientifically analyzes the deeper reasons for the problem,and puts forward corresponding countermeasures against the obstacles to the development of migrant workers 'social security.First,to provide a solid economic foundation for the construction of social security for migrant workers;Secondly,taking the enterprise as a supplement,the market body'scomplementary role to the government's responsibility is brought into play,and its obligation to the social security of migrant workers is clarified.Finally,the central government should take the lead in standardizing the old-age insurance system,promote the reform and innovation of the flexible medical insurance system,promote the unified integration and transfer of various social security systems,strengthen the information-based services for migrant workers 'social security,and improve the special laws related to migrant workers' social security.So that the social security system of migrant workers can be completely complete,the operating mechanism is effective and feasible,and migrant workers really realize the transformation of their identity.The conclusion of the study on the social security of migrant workers in Heilongjiang Province is as follows:(1)Migrant workers are pursuing higher levels of social security benefits.With the unification of the urban and rural household registration system and the continuous improvement of the social security system,migrant workers have basically been able to join the social security system for urban and rural residents.The social security problem that migrant workers need to solve at present has changed from the past insurance coverage to the pursuit of higher levels of social security treatment.(2)The participation of migrant workers in Social security can be met in stages according to demand.The urgency of migrant workers to various social insurance needs is not the same.If it can not be met at the same time,Heilongjiang Province can design and implement a transitional social security policy for migrant workers,thus satisfying the main demands of migrant workers on different protection projects in a short period of time.(3)The improvement of social security for migrant workers needs to be led by the central government.It is difficult for migrant workers to obtain complete social security through their own efforts,and it is necessary for the government administration to help them.At present,China's social security system is still relatively complex,and it is difficult for local governments to issue policies and regulations to cope with such a complicated situation.Therefore,we should give full play to the role of the central government in macro-control and form a comprehensive national social security system.
