An Analysis On Poverty Reduction Effect Of Urban Subsistence Allowances

In the 1990 s,State-owned enterprise reforms have led to the layoff of large numbers of workers,in order to ensure the basic life of laid-off and unemployed people,China began to implement a minimum living security system.So far,the urban subsistence allowance system has been more than 20 years of development,through the efforts of the party and the government,it has been increasingly perfected.In the past 40 years of reform and opening up,China's economic development has achieved a qualitative leap.At the same time,the gap between the rich and the poor has widened and the problem of urban poverty has become increasingly prominent.In the context of the new era,the need to meet people's needs for a better life and to address imbalances and inadequacies in development cannot be separated from the support and guarantees of various social policies.As the core of China's social assistance system,the urban subsistence allowance system plays a huge role in meeting the basic needs of people's lives,promoting fairness and justice,and maintaining social stability.With the gradual approach of the well-established well-off society,and the high concern of the party and the government on poverty,the city's subsistence allowance as the last safety net play an important role in the stage of poverty alleviation.Based on the above background,this study studies the poverty alleviation effect of urban subsistence allowances,and strives to contribute to the improvement of urban subsistence allowances and the alleviation of urban poverty in China.Firstly,with the help of yearbook data,this paper analyzes the development history and general situation of China's urban minimum living security system from the coverage of the urban subsistence allowance system,the classification of rescue targets,the adequacy of rescue and the source of funds.Then use the China Family Tracking Survey(CFPS2014)data to explore the common characteristics of urban poor families,and focus on measuring the poverty reduction effect of China's urban minimum living security system.Using the China Family Panel Studies(CFPS2014)data,taking the international poverty line,the low-risk line and therelative poverty line as the poverty standards,this paper evaluates the poverty reduction effect of urban minimum living standard security by respectively comparing the changes of FGT index from the total sample,the eligible sample and the participating sample.The research shows that the urban minimum living standard security has a significant effect on the poverty reduction of the participating sample,although its effect of the eligible sample and the total sample is not obvious;With the increase of the poverty standard,the poverty reduction effect of the urban minimum living standard security gradually decreases.On the basis of analyzing the effect of urban poverty alleviation,we can illustrate the mechanism of urban poverty alleviation effect from the two dimensions of targeting effectiveness and salvation adequacy,and propose relevant strategies to improve the urban poverty reduction effect.
