The Study On Heilongjiang's F Town Policy Enforcement In Targeted Poverty Alleviation

The township government is the last stage of our political system,and the final implementer of national policy,its policy execution and credibility are directly related to the interests of the masses.The problem of poverty is the main rural problem of China in 2020 to win a well-off society in an all-round way.It is the solemn commitment of the Party to the broad masses of the people to solve the poverty problem and let the poor areas and the poor people step into a well-off society in an all-round way with the whole country.The Communist Party of China has put forward a policy of targeted poverty alleviation,and the report of the Nineteenth National Congress of the CPC pointed out that winning the battle against poverty is the most important “battle” in the three major battles of our country,and it is also an important guarantee for smoothly fulfilling the first hundred-year goal of struggle and winning the victory to build a well-off society in an all-round way.As a public policy,whether the expected goal can be achieved smoothly,depends on the implementation.The key lies in the implementation of all levels of government,especially the township government as the last level of policy implementation,its policy implementation not only directly related to the effect of targeted poverty alleviation policy,but also related to the vital interests of the broad masses of farmers,related to the realization of the Chinese dream in the new era.In this paper,from the perspective of targeted poverty alleviation,on the basis of reading a lot of relevant literature,we investigate Heilongjiang province township governments policy enforcement by investigations on targeted poverty alleviation in rural areas and combining Public Policy Analysis Theory,taking F town government of Heilongjiang Province as the research object,exploring the actuality,existing problems and causes of F town government policy enforcement in targeted poverty alleviation.At the same time,we draw lessons from the experience of domestic and foreign governments policy enforcement and provide measures to enhance township governments policy enforcement pointedly,for that providing a reference for the effective implementation of the targeted poverty alleviation policy in Heilongjiang province.The paper is divided into seven parts:The first part elaborates the background of the research,the significance of the topic and the status of the research of domestic and foreign countries;the second part introduces the basic concepts,theoretical basis and the significance of the construction of township governments policy enforcement,which provides a theoretical basis for the analysis of township governments policy enforcement;the third part analyses the actuality of Heilongjiang's F town government policy enforcement in targeted poverty alleviation;the fourth part elaborates the problems existing in Heilongjiang's F town government policy enforcement in the process of targeted poverty alleviation and the analysis of its causes;the fifth part summarizes the experience of the constructions of government policy enforcement of poverty alleviation in domestic and foreign countries and draws inspirations;the sixth part,aiming at the existing problems and reasons,combining with the inspirations from domestic and foreign countries,the paper puts forward to the measures and suggestions which enhance Heilongjiang's F town government policy enforcement;the seventh part draws conclusions.Policy execution of township government is the key to the smooth implementation of the policy,and improving the policy execution of township government will be the key to heilongjiang province winning the battle against poverty.
