Study On The Dilemma And Countermeasures Of Community Public Affairs Governance

In order to meet the requirements of socialist market economic system reform and social transformation,the construction of urban communities in China has been formally put on the agenda since the 1990 s,in less than 30 years.China's community construction has undergone great changes and innovations,and the active community governance model all over the country has accumulated rich experiences and lessons for us.As the landing point and cut-off point of urban grass-roots governance,community plays an important role in ensuring the benign operation and sustainable development of the city.Since the 18 th CPC National Congress,the central government has decided to carry out a series of relevant arrangements for grass-roots governance,including all provinces,municipal committees directly under its jurisdiction,and the government,and has also made overall arrangements for the reform of the grass-roots management system from the overall perspective.To the grass-roots management system,has carried on the active exploration and the innovation.These together promote the formation of new subjects and mechanisms of community participation,and eventually develop into a grass-roots governance pattern with leadership of the party committee,government responsibility,social coordination and public participation,supplemented by the legal system as the guarantee of grass-roots governance.Through the research and practice,taking Putuo District as an example,this paper tries to analyze the dilemma of community public affairs governance,try to put forward the countermeasures and suggestions to perfect the community multi-governance,and explore an efficient governance path.It provides some ideas for speeding up the reform of the grass-roots management system in Putuo District of Shanghai.Through the method of literature research and survey method,this paper deeply studies the present situation of community governance in Putuo District of Shanghai,and finds that Putuo District of Shanghai faces the dilemma of governance environment,the dilemma of governance mechanism and the deviation of residents in the aspect of community public affairs governance.In view of these problems,thispaper puts forward the following suggestions: from the point of view of external environment,it is necessary to solve the problems of imperfect development of social intermediary mechanism,differentiation of social interest structure and imperfect governance legal system.Strengthen the service and governance function of intermediary organization,construct benefit coordination mechanism and perfect governance legal system.From the point of view of governance mechanism,it is necessary to solve the problems of relying too much on the government to organize community public affairs,the establishment of miscellaneous management levels at the grass-roots level and the unclear definition of the main body of governance responsibility,which can be based on the people and improve the government governance function.Optimize the grass-roots management level and define the main responsibility of governance responsibility to build a good community public affairs governance mechanism.From the point of view of residents' departure from the domain,it is necessary to solve the problem that the residents' public consciousness is gradually fading away from the community field,and further strengthen the community culture and education of the residents,and arouse the enthusiasm of the residents to participate in the governance.
