A Study On Public Security Culture Construction In Small And Medium-sized Cities In China

Public security culture construction has got excellent achievement since the establishment of People's Republic of China.While we should notice that there exists unbalanced development in public security culture construction,the unbalanced development is that construction achievement is high in big cities,construction achievement is low in medium and small cities in remote area.The main reasons for the lagging development of public security culture in small and medium-sized cities can be listed as follows:backward cultural consciousness,lacking of professional talents,underdeveloped economy and remote areas.Numerous small and medium-sized cities are the places the construction of public security culture can be put to use.Therefore,how to strengthen the construction of public security culture in small and medium-sized cities has become an important topic to be studied urgently.This article takes Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as guidance,takes public security culture construction practice in small and medium-sized cities as the research object,explores basic rules of public security culture construction in small and medium-sized cities,investigates advantages and disadvantages of public security culture construction in small and medium-sized cities,summarizes the reasons for the backward of public security culture in the small and medium-sized cities and the existing problems,designs the basic path of public security culture construction in small and medium-sized cities.The article is divided into four parts:The first part,introduction,explains the background,purpose and significance of selecting the topic,provides specific research strategy,content frame and innovation points,and literature review.The second part expounds the unbalanced phenomenon under the background of the development and prosperity of public security culture.This paper discusses the regional differences in the public security cultural construction from the aspects of urban-rural differences,urban scale,geographical environment,etc.This paper points out the specific manifestation of the unbalanced phenomenon,and probes into the causes of the unbalanced phenomenon in cultural construction from the surface layer and the deep layer.The third part focuses on the opportunities and challenges faced by the public security cultural construction in small and medium-sized cities,summarizes the problems and deficiencies existing in the public security cultural construction in small and medium-sized cities,and provides theoretical and factual basis for the following construction path.The fourth part,according to the current problems in the public security cultural construction of small and medium-sized cities,specific approaches for the cultural construction in small and medium-sized cities are given from four aspects,namely,to enhance the cultural awareness of the police,to build a guarantee mechanism for cultural construction,to utilize new media technology and to integrate regional cultural resources.Conclusion,summarizes the whole paper,and expects the development prospect of public security cultural in small and medium-sized cities at a higher level.
