| In November 2013,when General Secretary Xi Jinping visited Xiangxi,he put forward the concept of precision poverty alleviation for the first time.He called for "seeking truth from facts and adjusting measures to local conditions".To help the poor precisely,we must not shout slogans or aim too high.".In recent years,Zhuhai municipal government has continuously increased the investment in targeted poverty alleviation resources,but the deviation in the accuracy of poverty alleviation measures has greatly affected the effectiveness of poverty reduction.Therefore,it is of great significance for poverty alleviation measures to find out the "disease root" and "poverty root" and adhere to the precise thinking of "taking measures according to local conditions and implementing policies by classification".Based on the reality of D Town,this paper uses the research results of targeted poverty alleviation at home and abroad for reference to study the effect factors that affect targeted poverty alleviation;explore the goal of targeted poverty alleviation in theory,and explore the efficiency of targeted poverty alleviation in practice.The purpose of the study is to provide theoretical reference for the government in the process of targeted poverty alleviation,so as to make our new market-oriented poverty alleviation model more in line with the requirements of "targeted poverty alleviation" and ensure the effect of targeted poverty alleviation.By using the methods of literature research,investigation and case analysis,this paper explores the basic information,children's situation,minimum living allowance,industrial participation,medical reimbursement,transportation facilities,employment training,education demand,housing situation,ideological dynamic implementation and poverty alleviation resource acquisition of poor households in the form of questionnaire.According to the survey results,85.19%,54.32% and 28.4% of the poor households participated in the industrial projects of photovoltaic power generation,passion fruit planting and special poultry incubation respectively.36.42% of the poor family members suffered from chronic diseases.The total annual income of the poor households is 5000-10000 yuan,30000-50000 yuan and 50000-100000 yuan,accounting for 51.85%,17.9% and 16.05% respectively.The results of data analysis show that the participation of poor households in industrial projects is low,the risk of poverty return to poverty due to illness is high,and the per capita disposable income of poor people with labor capacity still has considerable room for improvement.This paper is divided into four parts,the first chapter introduces the background of the topic,the significance of the research,and the research status at home and abroad;the second chapter introduces the related concepts and theoretical analysis of targeted poverty alleviation;the third chapter introduces the status,problems and causes of targeted poverty alleviation;the fourth chapter is the key part of this paper,according to the existing theoretical research,combined with the third part of the current problems and causes Analysis,put forward to improve the government's targeted poverty alleviation measures.2020 is the final year of decisive victory in poverty alleviation and building a moderately prosperous society in an all-round way.Winning the battle on time will be the first time in the history of the Chinese nation for thousands of years to eliminate absolute poverty as a whole and realize the solemn commitment of poverty alleviation for the rural poor under the current standards of China.However,in the process of targeted poverty alleviation,the current government has a series of problems,such as the performance effect is not very significant,and the management of targeted poverty alleviation at the grass-roots level is missing.We should explore and establish a more effective and long-term interest connection mechanism to ensure that the poor people continue to benefit. |
